Thiang Nuer Youths of Fangak County Congratulate Major General Gabriel Gatwech Chan on his Appointment as the Inspector General of the SPLA-in Opposition

January 3, 2015 (SSNA) -- We, the Thiang Nuer Youths of Fangak County would like to express our utmost happiness to South Sudan’s former Vice President who is also the current Chairman and Commander-in-Chief of the SPLM/SPLA-IO, Dr. Riek Machar Teny Dhurgon for having appointed on 21th December 2014, our Father, a great military expert, who has [or more than]40 years excellent military experience; Major General Gabriel Gatwech Chan Deng (aka Gatchan or Gat-ginye na Tang) as a SPLA Resistance Movement’s Inspector-General.

This is a right position for a right General, Gabriel Tang-i-nyang! We’re, therefore, one hundred percent sure that Gen. Gabriel Gatwech won’t fail the South Sudanese people and will really do what the nation does expect from him. The decision order that appointed SPLA’s Inspector General particularly at this time to be, Gatchan Gabriel Gatwech Chan; is one of the national wise decisions Dr. Machar Teny had been taken and will continue to take. Thus, we congratulate him, Major General Gabriel Gatwech Chan (aka Tang-ginye) for the new assignment, the SPLA-IO’s Inspector General.

Moreover, the Association, Thiang Nuer Youth Association (TNYA) would not and cannot forget to put across its gratitude also to Dr. Machar Teny for having appointed by a separate order, the former Jonglei state’s Minister of Law Enforcement, a man who in his life time, never worked against the interest of his own people, General Gabriel Duop Lam (Wich Tuotmhok) as Phou federal State’s Governor.

All, the Thiang Nuer Youths both in South Sudan and overseas are ,therefore, more than ready to work together, support and rally behind H. E Gabriel Duop Lam at the state level and generally, rally behind the most competent and wise national Leadership of the present SPLM/SPLA-IO’s Chairman, Dr. Riek Machar Teny.

So that to implement collectively the awaiting national programs including far-reaching reforms, equality, justice, accountability, equitable sharing of national resources, development and democracy in the Federal Republic of South Sudan.

East Jebel Marra, January 6, 2015 (SSNA) -- Militia troops of the Rapid Support Forces (RSF), and militiamen on camels and horses have begun ‘cleansing’ villages and water resources in the areas north of East Jebel Marra after government forces gained control over the area of Fanga, about 30 km northwest of Shangil Tobaya, North Darfur. The sweep, which began on Thursday evening, was backed by fighter jets of the Sudanese Air Force. “The operations are taking the shape of a scorched earth policy,” a witness told Radio Dabanga. Reportedly about 15,000 residents have sought refuge in the camps for the displaced in Tawila locality, and thousands are also hiding in the mountains of East Jebel Marra region since the large-scale attacks. Radio Dabanga received reports from fleeing people west of Fanga that they passed “dozens of bodies” lying out in the open.

Hundreds of people arrived on Monday in Zamzam camp for displaced people, near El Fasher. “They told us that they had left hundreds more families behind, without water or food,” a sheikh in Zamzam explained. A source in the area reported that RSF troops plundered villages south of the capital of North Darfur on Friday and Saturday. Thousands of livestock were stolen from the villagers. A source from inside Tamarawa village said that militiamen shot dead nine women, who tried to prevent the attackers from stealing cows.

'Conflicts within Darfur's LJM', 'imbalance in DRA funds'

January 5 - 2015 NYALA Dr El Tijani Sese, head of the Darfur Regional Authority, has admitted the existence of conflicts within the Liberation and Justice Movement (LJM) he chairs, but denied that they may lead to a split. He told journalists in Khartoum on Saturday that there are no factions within the movement that are reluctant to implement the security arrangements as stipulated in the Doha Document for Peace in Darfur (DDPD), for which the Authority is responsible. Simmering conflicts about the delayed execution of the disarmament and reintegration programme seem to have divided the LJM, which was formed in 2010 by factions of rebel groups. With the upcoming general elections in 2015, LJM Secretary-General Bahar Idris Abu Garda intends to transform the movement into a political party, he announced on 28 December. Abu Garda stressed that his group does not intend to split from the LJM.

According to a Darfur Regional Authority (DRA) minister, the body underperforms and neglects development projects in Darfur. Development Minister Tajeldin Bashir Niyam strongly criticised the “large imbalance” the DRA management has caused in its funds and resources, in Nyala on Sunday. “If the funds had been used appropriately, it would have changed many Darfuri lives. But […] the total amount used for projects and infrastructure in Darfur does not exceed $200 million.” Bashir Niyam submitted his resignation last September over disagreements with DRA head Sese, but prominent Darfuri leaders convinced Niyam to stay at his post.

Dear Friends,

January 7, 2015 (SSNA) -- I wish to express my personal sincere gratitude and appreciation for all the support you gave me. So many friends contributed in so many ways for me to get it through. Again, I owe much appreciation to the Chairman of SPLM/A and Commander in Chief (Dr. Riek Machar Teny Dhurguon), the Chairperson of the National Committee for Humanitarian Affairs (Hon. Hussen Mar Nyuot) and the SSRRA staff across the globe, friends, community members, colleagues and relatives for supporting me directly and indirectly.

I am very pleased with the way in which the people of South Sudan responded to my appointment with congratulations messages through media communications and I was quite overwhelmed with being appointed as an Executive Director of National Committee for Humanitarian Affairs. This recognition is a great honor and indeed a privilege for me as a part of the community.

I am very passionate about my work and commitment to help our community who are suffering enormously and are still in great need. As we are all aware, the most hit communities are those that live in IDPs and villages where the prolonged current war has compounded the problems.

In consideration to the achievements I as an individual have attained over the past few years in the humanitarian sector, I believe that I will requires additional passion, experiences and commitments in order to increase effectiveness and efficiency in our work which many of us have demonstrated. I will also try to create a good working culture across the partnership and understanding the goals that can help to eliminate problems before they even start, but when there are challenges, such as the current crisis, it is important to work together.

As we are in the difficult era, the humanitarian imperative comes first. I also believe that the outcome of this crisis will inspire all of us and encourage us to continue in our efforts to improve our people lives and creating new beginning for supporting the people of South Sudan.

As I looked back on the past events that led me to this stage in my life, I truly believe that if you have a vision and set goals you can go anywhere you want to go: One day at a time and one step at a time.

Lastly, I wish to state that it has been a great honour to work voluntarily with our movement and hope that I will diligently continue to serve the movement and the people of South Sudan in my current post. Once again thank you for supporting me and God bless you all.

Dr. Yual Chiek’s Speech During a Nuer Genocide Memorial Service in Calgary, Canada

Calgary, January 8, 2015 (SSNA) -- On Sunday December 15, 2013 a day that some Nuer youth have dubbed “Bloody Sunday,” Salva Kiir the President of South Sudan, an ethnic Dinka commenced the genocide of the ethnic Nuer citizens of South Sudan. The killing began in the capital city of Juba, and was carried out by members of a personal army of ethnically Dinka soldiers. Most of these soldiers are from Kiir’s own home state of Barh-el-ghazal. Few Nuer were safe from execution: government officials, members of the clergy, police officers, and ordinary men, women and children were fired on with extreme prejudice. As the week wore on the bodies began to pile up as did fresh reports of atrocities. There are reports by NGOs of trucks load of bodies dumped in mass graves. Many people were dismembered, and/or burned. Women and girls were raped, and men were forced to eat the body parts of dead relatives, or face death. Nuer citizens were pulled out of their homes and summarily executed. Their crime? Being Nuer.

In one report at least 200 Nuer men were rounded into a one room building, soldiers fired upon these men through the windows. Only one man survived the ordeal to tell and show UN officials the scene. Initial estimates of the death toll were conservative, too conservative: various international news agencies cited a death toll of 500, figures received from Salva Kiir’s government and not from NGOs, or from those Nuer that survived by fleeing to the UNMISS compound on the outskirts of Juba. As civil unrest in response to these killings grew throughout the country, Kiir’s soldiers and militant tribesmen inspired by his genocide, began targeting Nuer in other parts of the country, and the genocide spread to Bor, Bentiu, Malakal. In Juba alone, official estimates now place the death toll at approximately 10,000. The Nuer count their dead at over 20,000. While it is true that news agencies report that approximately 10,000 people have been killed in this genocide, almost all these agencies admit that this number is almost certainly too low. Many that have witnessed the killing, describe what they consider “unspeakable crimes.” There are reports of dismemberment of bodies, and hanging and burning of citizens in the outskirts of town. In conversation with members of the South Sudanese community that narrowly escaped the genocide with their lives, it has been repeated to me that the number of dead (many of whom are buried in mass graves) number as high as 12,000. All these people were killed in a little over one week. I have also been told by family living in South Sudan that sporadic targeting of ethnic Nuer by government forces were still taking place in the strategic town of Malakal weeks after initial killings in Bor.

In response to the killings ethnic Nuer soldiers under the command of a prominent Nuer commander by the name of Gadet Yak, an outspoken critic of the Kiir regime, retaliated against the killing of Nuer civilians and took control of Bentiu, the capital of the oil producing “Unity” state. Also fighting against the Kiir regime is a militia of Nuer youths named “The White Army” or “White Army,” a name derived from a white ash smeared on the face to prevent insect bites.

This is the course of events as it has been told by a wide range of people that comprises Nuer government officials who have fled to the UNMISS base on the outskirts of Juba; Journalists; Intellectuals; and students. Add to this the overwhelming eyewitness accounts of ordinary Southern Sudanese, (accounts that are in near perfect agreement in regards to both the root cause of the present conflict and the Kiir regime’s genocide of ethnic Nuer) and the conclusions are clear: Kiir’s genocide of the Nuer must be condemned by the International Community; Kiir must allow thorough investigations of all allegations of atrocities committed by his regime, or by its indirect sponsorship. These investigations should be carried out by a team comprising individuals from established neutral parties. It should be clear by now that IGAD cannot serve in this capacity. All members of both Kiir’s Presidential Guard and the members of his executive who had any part in the planning, and execution of this genocide must resign from office and face subsequent charges under a South Sudanese Ad Hoc Criminal Tribunal, or some international body like the ICC for crimes against humanity. In the starting months of the conflict it was also reasonable that Kiir release all political prisoners. However, many Southern Sudanese and some outside analysts at the time marked the release of political prisoners as the key demand but this has only tended to reinforce the Kiir regime’s stance that the genocide is a political conflict and not a premeditated mass murder motivated for political reasons. I, for this reason, place it behind what I think ought to be the core demand so as to keep this human rights violation at the forefront of this crisis.

To make matters worse, Kiir has recruited Uganda and North Sudanese rebels (JEM) to fight against those who want Kiir to step down. In Bentiu North Sudanese rebels have been targeting Nuer civilians. Ugandan, and perhaps Rwandan forces have been instrumental in protecting Kiir, leaving him free to carryout mass murder while the international community gazes on silently. Through a policy of lies, propaganda and subtle obfuscation of the truth, Kiir’s regime has managed to convince the world that the killings in Juba and throughout the country were random occurrences. That anyone who insists that this war is a largely government sanctioned ethnic cleansing be deemed a traitor to South Sudan and an inciter of ethnic strife. Thus Kiir has been repressing South Sudanese journalists and intellectuals who do not toe the line he demands. All of this while feeding to International media a perverted picture of the truth. Even now the killing of innocent Nuer civilians at the hands of forces loyal to Kiir continues. No doubt, Kiir is confident that he will get away with this. He and his advisors reason that by confusing the issue they will shield themselves and Kiir’s followers from censure and evade any punitive measures. They reason that in the event that the world realizes the true extent of their crimes, confusing matters to the extent that they have will make true for them the adage “it is better to ask for forgiveness than permission.”

Ugandan Involvement:

One of the biggest factors in the civil war in South Sudan has been the involvement of the Ugandan Military. The presence of Uganda has bolstered a regime that has committed genocide against its own people. Even at strong disapproval from regional powers, Uganda has continued its campaign against Nuer rebels. The Ugandan Defense Force was pivotal in regaining cities in rebel-held territories. The combined fire power of the Ugandan forces and their aircraft capability has been a major help to the Kiir Regime. It is this help that has enabled the Kiir regime to carry on its policy of ethnic cleansing under the guise of requesting help from Uganda. Where it not for the military aid the Kiir regime has received from the Ugandan government many lives might have been saved. For instance, Nuer residing in UN IDP camps might have been freed by rebel forces as was done in then rebel held territories of Malakal. At one point the Kiir regime even dispatched soldiers to the UNMISS compound outside of Juba demanding that those on the inside come out. The troops only retreated after UN armed personnel issued an ultimatum to disperse within three hours or be fired upon.

Ugandan involvement in a combat situation was first denied by Ugandan president Uweri Museveni. The accusation by rebel forces was thus not taken seriously. However, rebel accusations were confirmed when Museveni admitted to the deployment of the Ugandan Defense Forces for military purposes. By its involvement in the South Sudanese civil war, Uganda has violated the sovereignty of South Sudan. Even if they were requested by the South Sudanese Government, the presence of Uganda is a major obstacle to the peaceful resolution of this conflict. What is more, because the South Sudanese Government has committed genocide against its own people, the most egregious misuse of the state power, it should no longer be considered the legitimate government of South Sudan. Uganda and IGAD have reiterated the fact that they wish to protect a democratically elected government from violent overthrow, but the nature of the human rights violations that the South Sudanese Government has inflicted on the Nuer people, makes it all the more guilty for the fact that this government was democratically elected.

The Nuer people like all peoples of South Sudan were integral in the creation of South Sudan: Nuer formed the military back bone of the Southern People’s Liberation movement in the late 1970’s right up to being consistent backers of separation during the referendum of 2011. And it was Both Diu, a Nuer, who in the 1950s passionately argued that Sudan must either accept federalism or agree to an independent South Sudan. The Nuer gave their sons and daughters, who in turn gave the last full measure of devotion to an idea. The idea that it was beneath them to be treated as serfs in their own land. The idea that Arab domination was an indignity they could not and should never endure. These youths fought and died for a land devoid of oppression, and full of independence, opportunity and morality. A land for all the blacks of Sudan who would accept it. That a government these people fought for, died for, argued for, and helped form, should turn upon them in a wave of ethnic cleansing of Nuer civilians, elected officials, military personnel and even clergy that has never before been seen in South Sudan is all the more heinous for the fact that Salva Kiir’s regime was given legitimacy by the people of South Sudan of which the Nuer are an indispensable part. What is even more disturbing is that the bulk of this genocide occurred while the rest of South Sudan, indeed the world watched on in silence and continues to watch in stolid reservation. Uganda’s alliance with this regime is nothing less than being complicit in genocide and must answer to the Nuer people for its part in it.

The conflict in South Sudan has already seen the employment of Cluster bombs. When the initial reports came in that cluster bombs had been used, there was reluctance on the part of some to point the finger at either side, but the fact that the rebels do not have aircraft rules out the possibility that they could have been using them. It is therefore, either the Ugandan, or South Sudanese governments that have used them. What is more, the cluster bombs were all deployed in rebel held territories, sometimes in areas where non-combatants resided. Cluster Bombs are a type of weapon that explodes in the air while dispersing dozens, sometimes hundreds of subamunitions, called “bomblets” over an area as wide as 46,000 square meters. Within this radius it is impossible to determine where the bomblets will land. The inaccurate nature of cluster bombs, combined with the size of the area they cover, and the fact that some of the “bomblets” often do not ignite when hitting the ground, effectively turning them into landmines has prompted strong condemnation from Human Rights Organizations the world over. The International Community has, therefore pushed for a ban on such weapons. Since the year 2008, 84 countries have ratified an agreement called the Convention on Cluster Munitions. While South Sudan is not a party to the 2008 Convention on Cluster Munitions, Uganda has signed (December 3, 2008) but not ratified it. The U.N. Mines Actions Service and the U.N. Mission in South Sudan identified cluster bomb remnants in early February. The type of bomb used was, the RBK-250-275 A0 1SCh contains 150 bomblets.

Adding to the problem in the South Sudanese context is the fact that North Sudan used these weapons in the Sudanese civil war, these remaining bomblets that litter the South Sudanese territory, in conjunction with remaining landmines poses a real and continued threat to civilians in this largely undeveloped country. Recent Ugandan deployment of these weapons threatens to continue the sad story in which innocent civilians are the hapless victims of these undetonated weapons. In fact, cluster bombs were dropped in Uror County, an area of Jonglei state where members of the Lou Nuer White Army reside. The White Army is a civilian militia, so to attack the area in which the White Army is simply to attack civilians. To attack the parents, children and extended family of these men. The last employment of cluster bombs was (March 13, 2014) confirmed by Dutch Minister of Defence Jeanine Hennis-Plasschart. Cluster bombs were dropped from a plane along the road between Bor-town and Juba. This, of course, was denied by Kiir’s regime.

Dinka

To salvage South Sudan we must recognize some extremely uncomfortable and even disturbing truths. The first of these truths is that despite the narrative that this conflict is political in nature, or in event that blame is attributed at all, it is often attributed to the incompetence or villainy of Salva Kiir, the true cause of this conflict are much broader. Thus both disjunctions are false. The inconvenient truth is that this genocide is the result of Dinka fear and hatred of Nuer, and Dinka desire to turn South Sudan into the personal estate of the Dinka people. Integral to this aim is the control of resource rich Nuer land. This genocide and the resulting war is the natural conclusion of a people who believe they were “born to rule.” It is imperative that this truth be recognized by every Dinka who claims to be a friend of Nuer people, or of South Sudan. Dinka must denounce the actions and policies of their elites, and the approval these elites have repeatedly enjoyed from the Dinka people. There must be a decided, sustained and detectable shift in the Dinka world view in this respect. It is not enough for Dinka to display such a change to the Nuer people, or among the Nuer people. It is insufficient for Dinka to display this shift to the international community, or with the help of the international community. All such displays amount to mere feigning of change. Dinka must speak with and if necessary disagree with their fellow Dinka. They must dare to go against their own people, for the sake of what is right. Otherwise, mistrust of Dinka will never and should never be abandoned, and this crime which marks the height of cowardice and the xenith of depravity, must forever stain the reputation of the Dinka people.

What is South Sudan?

South Sudan is not a nation. It is much more. This fact must be recognized by all who care for its preservation. Let us remember that South Sudan was formed as a response to Arab aggression. In its purest form South Sudan is supposed to be an incubator for the nations and cultures that compose it. It is supposed to be a safe haven in which the languages, customs, and unique world views of the civilizations of this part of Africa could flourish and find unfettered expression. This is precisely what the Arabs did not want. Thus Arab policy was to push upon the black peoples of Sudan a poorly gerrymandered notion of unity while systematically denying the accoutrements of civil life to Africans, the very people to whom the land rightly belongs. All of this was done so that by dint of this confusion the way could be paved for Arabization of Africans. This is, to the letter, what Dinka are attempting to do to South Sudanese. By pushing upon South Sudanese a dubious understanding of South Sudan as a nation, an organic and natural unity, while denying the benefits of civil life to non-Dinkas by and large, the Dinka (like the Arabs) hope to establish a hierarchical society made possible by “Dinkanization” South Sudan. A South Sudan for the most part bereft of the rich cultures of its peoples and nations. A land without its diversity, a cultural wasteland. This same result will be reached by anyone who insists that peace will come to South Sudan when all its cultures and peoples are melted into one. These proponents of cosmopolitanism argue that this is nation building. These people seek a South Sudan that is death to the peoples of South Sudan; a South Sudan that betrays the purpose of its founding. We must swerve clear of both these options: rampant Dinkanization and misguided Cosmopolitanism. South Sudan must remain what it was always meant to be, a confederation of peoples. A state founded by the peoples of South Sudan for the peoples of South Sudan.

Neither the Kiir regime’s crime nor his tactics are new. They are the same tactics that dictators and demagogues have used in times past. In the sad and sorted history of our world men like Kiir and their supporters—which in this case is the Dinka nation—have always covered up the truth, and they have often bought out unscrupulous individuals who are members of the targeted ethnic group in order to cover up the true nature of their crimes. Sadly, all too often men like Kiir and their followers are caught only when it is too late for thousands, sometimes millions of their victims. Too late for the children they violate; too late for the hopes and dreams they extinguish, and too late for the voices they silence forever. But this does not have to be the case anymore. South Sudanese and the International Community at large can stand against Kiir’s tyranny, and Dinka hegemony. We can tear down the wall of lies they have erected. We can do this by choosing to listen to the voices of the oppressed; the voices of the powerless children, women, and men who are being hunted simply because they were born Nuer.

Nuer

Nuer, you are the victims of this genocide. In this killing you have lost tens of thousands of your brothers, sisters, fathers, mothers, sons and daughters. Barring the possibility of laying eyes upon these loved ones in Jehovah’s rest, you will never see these people again. It is tempting to blame all of this loss of precious life on the reckless hatred of Dink, or the indifference and fear of the rest of the South Sudanese peoples and the world, but the sad truth is that there is evil and weakness among you that has rendered the Nuer susceptible to this horror. As we speak there are Nuer men and women who for personal gain continue to side with a government that unabashedly murders their own people. These Nuer are perhaps the worst enemies of South Sudan for if they have no loyalty to their own people, no bowels of love for their own kin, how can they claim to love and respect other peoples? Nevertheless, as disheartening as this reality is Nuer must rise above it. Nuer must do the impossible. Nuer must gather courage from the cowardice of faithless Nuer; loyalty from their treason, and love from their abominable selfishness. But you Nuer have done the impossible before. The future of the Nuer nation and (with the cooperation of other South Sudanese) South Sudan is in your capable hands. This is your time. Arise!

Mr. Minister your country’s initiative to reinforce the peace process launched by IGAD a year ago to bring peace and stability to South Sudan is fully welcomed and whole heartedly accepted by the SPLM/SPLA. We acknowledge the tremendous support the government of the People’s Republic of China gives to IGAD in the peace process.

My Chairman and Commander In Chief of SPLM/SPLA Comrade Dr. Riek Machar Teny delegated me and my colleagues in the SPLM/SPLA to participate and deliberate in this consultative conference in search for a comprehensive and sustainable peace for the people of South Sudan.

I would like also to thank the government of Sudan through the Minister of Foreign Affairs H.E Ali Kerti for the warm welcome and hospitality given to me and my delegation. And also thank you for hosting South Sudanese people living in this country. Minister Karti your government support and help in search for durable peace in South Sudan is deeply appreciated. Please extend our sincere appreciation to President of the Republic of the Sudan Field Marshall Omer Al Bashir for his commitment to peace process in South Sudan.

Ladies and Gentlemen,

My delegation is committed to peace and we have been negotiating with the government of South Sudan in Ethiopia to sign a comprehensive Peace deal, which will restore peace and stability in South Sudan.

Your Excellencies; ladies and gentlemen, for peace to be comprehensive and lasting in South Sudan we in the SPLM/SPLA have proposed the following solutions;

1. Full implementation of the Cessation of Hostilities Agreement signed on January 23, 2014, which commits parties to cease fire and withdrawal of foreign troops from the Republic of South Sudan.

2. Full commitment to the implementation of the agreement on humanitarian matters which allows humanitarian organizations to operate unfettered humanitarian access in all areas of South Sudan specially the four corridors of Sudan, Ethiopia, Kenya and Uganda borders with South Sudan.

3. Establishment of Transitional Federal Government of National Unity (TFGONU) with clear mandates and powers to implement the agreement. The structure of this TFGONU shall be President as Head of State, Prime Minister as Head of Government and the Council of Ministers.

4. Establishment of a federal system of governance with full devolution of powers that include financial competence for the states.

5. Implementation of key public sector reforms not only limited to security, civil service, fiscal and resource management, but also total reforms of the whole system of government in South Sudan.

6. Ensuring Justice and Accountability for the victims massacred in Juba and elsewhere.

7. And ensuring adequate compensation and reparation for the victims who lost lives and property as a result of the conflict in South Sudan.

Your Excellencies,

I want to assure you that the SPLM/SPLA is committed to peacefully resolve the conflict in South Sudan and urge my colleagues from the Government of the Republic South Sudan to commit to peace process so that we end the war.

Finally, allow me to thank the government of the People’s Republic of China, through your good office, for this important initiative, which in our view reinforces the IGAD mediation process to bring durable peace to the Republic of South Sudan.

I also take this opportunity to thank the government of the Republic of Sudan through the good office of the minister of Foreign Affairs H.E. Ali Karti for hosting this important peace consultative conference. The government of Sudan under the able leadership of Field Marshal Omer Al Bashir has demonstrated neutrality, good will and providing humanitarian access by hosting South Sudanese refugees in Sudan since the conflict erupted.

Six children freeze to death in North Darfur

Darfur and Sudan News Update by Radio Dabanga (7 - 13 January)

North Darfur, January 13, 2015 (SSNA) -- Nine people have died from hunger and intense cold in East Jebel Marra in Darfur, nearby Khazan Tunjar. Among them are six children. Schools in Sudanese states have applied a special schedule for the children to deal better with the cold wave that hit the country last week. A witness from the area told Dabanga that six of the victims, villagers who fled their home town because of pro-government militias, died in Darkoro on Thursday. More villagers are staying in Darkoro with their livestock, without any food or water sources, where they are buffeted by the extreme cold. Four children also died from severe cold and hunger in Wadi Oshara, the witness added. He appealed on the radio to the organisations for displaced people to provide blankets and food to the camps in Darfur. The spokesman for the Darfur Displaced and Refugees Association, Hussein Abu Sharati, told Dabanga that the thousands of people who fled East Jebel Marra and Tawila areas because of the attacks by militiamen are living out in the open in Zamzam camp, with no cover or warm clothing.

Schools in Sudan's Northern state are closed until further notice. Primary and secondary schools in Sudan's Khartoum and El Gezira states start later in the morning when the cold has drawn off. The Weater Forecast Authority predicted the cold wave to last two weeks. The temperatures in the west of Sudan will range between 3 and 8 degrees Celsius, in the north between 1 and 4 degrees, in central Sudan between 7 and 12, and in the south between 9 and 15 degrees.

56 Darfur students still detained in Sudan's capital

January 12 - 2015 KHARTOUM A criminal court in Khartoum has set the date for another hearing session in the case against 56 Darfuri students of the University of Bahri for Wednesday 14 January. They face charges of disturbing public order and jeopardising public safety last month. The court acquitted ten freshmen Darfuri students two weeks ago for a lack of evidence. All students were detained during two raids last month. A large force of policemen raided a compound of the university to break up a meeting of the Darfur Students Association on 22 Decemer, during which they used tear gas, a witness reported. Three days later, forces stormed the campus again, this time supported by student members of Sudan's ruling party NCP. A number of students were beaten and sustained injuries.

Bahri dismissed 33 students for two years on 26 and 27 November, after they had demanded to be exempted from tuition fees. This was in accordance with the Abuja and Doha peace agreements, which grant exemption to Darfuri students. The Darfur Students Union raised questions over their expulsions during a meeting in December.

At least 10,000 flee the militias' recent raids, North Darfur

Darfur and Sudan News Update by Radio Dabanga (14 - 20 January)

January 20, 2015 (SSNA) -- Mass raids in North Darfur have affected tens of thousands of Darfuris, and caused a large influx of refugees into the camps for displaced people. Tawila locality is swarming with government-backed militias since the launch of Sudan's military campaign against the armed movements in East Jebel Marra at the end of last year. The militias have pillaged villages and robbed livestock, even from camps, newly displaced people reported to Dabanga during the past weeks. A coordinator of three camps for displaced people in Tawila claimed that more than 20,000 people sought refuge there during the past weeks. Unicef verified that 10,415 people are newly displaced by the recent violence in Tawila and East Jebel Marra, with among them about 6,000 children.

Over the weekend, various villages between Tawila town and Tabit, south-west of El Fasher, came under attack. Fleeing residents claimed that the paramilitary Rapid Support Forces (RSF) and gunmen burned down houses and stole about 2,000 head of cattle. Some herders took matters into their own hands on Friday, after RSF members stole hundreds of sheep in Galab area. Fifteen militiamen and seven herders were reportedly killed in the gunfight following the pursuit.

Multiple sources confirmed to Dabanga that thousands of paramilitary troops are present, "from Zamzam camp [near El Fasher] until Shangil Tobaya [southern Tawila]". President Omar Al Bashir said in a public speech on Sunday that the rebels in Darfur "will soon be crushed" by the RSF.

Meanwhile, coordinator Bosh explained that the newly displaced in the camps try to survive "without food or shelter, in the severe cold wave". UN's humanitarian office, OCHA, said last week that the region is not secure enough for international aid organisations to access most of the affected areas. Unicef has dispatched blankets to Tawila. Sudan's military offensive started on 30 December 2014, when the RSF launched widespread attacks on villages in East Jebel Marra, accompanied by heavy air raids.

Wounded at South Darfur protest against killings

Thirteen people sustained injuries in Nyala, capital of South Darfur, during a mass protest against attacks by the paramilitary Rapid Support Forces, on Tuesday. After a member of these RSF shot a young man dead in El Shaabi market on Monday, angry citizens took to the streets to protest the killing. The participants of the - much larger - demonstration on Tuesday moved towards the offices of the South Darfur state government, chanting “Hit us with your bullets”, and “Down, down with the Rapid Support Forces”. One of the demonstrators reported to Dabanga that police and security forces in vehicles mounted with machine guns attempted to block them, but the demonstrators took another route. "They then used tear gas and live bullets to disperse the crowd. 13 people, among them six women, were seriously injured, and were taken to the Nyala Teaching Hospital." Another source said that security forces detained at least 11 demonstrators.

The governor of South Darfur state, Maj. Gen. Adam Mahmoud Jarelnabi, said in a press conference in Nyala on Tuesday afternoon that eight people were injured during the protests, “five civilians and three police forces”. He suspected "certain infiltrators" of being behind the demonstration. About the murder of the young man, Jarelnabi said that the authorities "have taken the necessary legal proceedings against the RSF militiaman accused of the killing". In the past years, the capital of South Darfur witnessed several demonstrations against the rampant insecurity in the city and surroundings. In July 2014, the South Darfur state imposed a number of emergency measures in an attempt to curb the lawlessness. An Emergency Court was established in August, to speedily try offenders of the measures that banned the wearing of masks, the carrying of weapons by civilians, and the use of unregistered cars, and motorcycles.

Peace Ambassador Welcomes the SPLM Party Step to Reunify in Arusha, Tanzania

Addis Ababa, January 22, 2015 (SSNA) -- Upon return from his private visit to Lietchuor Refugee Camp in Western Region of Gambella - Ethiopia, Peace Ambassador Gatwech Koak Nyuon said that he is so impress to see the warring factions to ink for re-unification of the party in Arusha, Tanzania.

Chama Cha Mapinduzi (CCM) Secretary General Abdulrahman Omari Kinana admitted the sides had yet to reach complete agreement.

“Ninety-five percent of the document has been agreed, only five percent is pending. This five percent will need the consultation, the advice, and the wisdom of the leaders of the region," he said according to Voice of America.

Peace Ambassador Nyuon said that although there is mixed expectations as SPLM leaders meet in Arusha, Tanzania …still, there is hope for change. 

“Any step toward peace in South Sudan should be valued, respected and appreciated.” He said. He also praises the Tanzania’s Ruling Party for organizing the yearlong ideology, which may lead to the re-unification of the SPLM party. 

“Thanks to Tanzania's majority Chama Cha Mapinduzi (CCM) party and South Sudan’s Ruling Party for realizing the re-unification of the party as one of the tools to bring peace in the youngest Nation.” The statement partly read.

Mr. Nyuon said that there is high demand for refugees themselves more than anybody in the World to see peace happening in South Sudan. 

Lietchuor Refugee Camp is one of the three camps under Gambella Region, which hosted more than 50 thousands South Sudanese.

Peace Ambassador appreciated the roles played by IGAD and other partners for firmly pushing the truce between the warring factions.

The next and the last round of talk is [are] due to resume next week on 30 January in Ethiopian Capital, Addis Ababa.

PRESS STATEMENT

January 23, 2015 (SSNA) -- The Spokesman of the SPLM/SPLA makes the following statement to our supporters, the masses of our people and the world at large in respect of the Agreement on reunification of the SPLM signed on January 21, 2015 in Arusha, United Republic of Tanzania.

The SPLM/SPLA Leadership and membership are convinced that the current political crisis and civil strife in our country are rooted in the SPLM failures. It therefore engaged the other SPLM groups in the Intra-SPLM Dialogue facilitated by Chama Cha Mapenduzi out of conviction that putting the SPLM right by reuniting its groups on a new basis would expedite the IGAD mediated peace process, reconcile our people and create conditions for harmony and socio-economic development.

The agreement is a road map for SPLM reunification. On our part we want to assure our constituency that the SPLM reunification is a process which require commitment, honesty and diligence by all in order to bring peace to our country and reunite and reconcile our people. 

The Agreement provides for reforms and transformation of the SPLM from a liberation movement to a mass based political party representing the interest of all the people of South Sudan.

The Agreement provides for a democratic constitution based on the December 2013 draft to address the contentious issues that precipitated the current crisis in December 2013. It is doleful that acceptance of reforms comes after the massive destruction, loss of life and property. We hope that in future the SPLM leaders shall engage in democratic dialogue to resolve internal political contradictions rather than in military action and violence.

The Agreement removes some of the hurdles to peace negotiations. It addressed in an unequivocal manner the issues of transitional justice, accountability, compensation and reparation. This will create favourable conditions for reconciliation and healing in society.

January 25, 2015 (SSNA) -- First and foremost, the Eastern Twic Dinka Community in United States of America is questioning some groups of people who had demonstrated last week in Mading Town of Bor County. As we speak, we are basing our claims on an article that was published on many media outlets worldwide. In that particular article, the protesters from Greater Bor did call the Caretaker Gov. John Kong Nyuon to steps down from governorship post whom he is now possessing. Below are some of the protesters’ reasons why they call Gov. John Kong Nyuon to be relieved by President Kiir Mayardit from his Caretaker Governor position: “...on what they believed as Caretaker Governor Kong Nyuon’s attempt to resettle Nuer IDPs at neighborhoods...." “...Down Down John Kong….We don’t need Nuer...."

If you people of Bor County don‘t want Nuer to be there in Mading town which is actually being considered by Constitution of our nation as everybody Headquarters. And/or you guys don’t want them in your area at all according to this statement of yours. “...Down Down John Kong….We don’t need Nuer... ." Then, we think it might be better for you people to just write a letter to President Kiir Mayardit. The letter requesting that you just don’t want Nuer in your area of Bor County. From there on, we believe the President Kiir and his Administrations, both authorities in State and national levels can act suitable to ease the tensions. Because both entities of ours nation have constitutional rights to relocated the Headquarter of Jonglei State to any suitable place that might be considered as an inclusive place to every citizens of our state. That way we think your argument could been right. Instead of mixing two totally different reasons to chants for governor steps down. We are still confusing here our neighbor? In regards to some reasons here: “Gov. John Kong has to steps down” and at the same time you people seem like you are looking for his post to be overtaken by your own son from Bor County as this quote portrays it “one of our own.” “We don’t need Nuer.” To close this paragraph of ours, we conclude that you the protesters didn’t actually means you don’t need Nuer people in your area or city, but the main reason might be behind your protests was just a metaphorical way to gain back governorship post to your County of Bor. Just plain and simple.

Protesters continuing, “The demonstrators today in their petition letter asked Salva Kiir to sack governor Kong and be replaced with “one of our own."" Again, in our views, this quote of yours’ protesters, “one of our own” is totally outrage or silly if your reason for protests was this. Why? Because you guys can’t just call governor to steps down and thinking that the governorship post would automatically goes back to your County of Bor, again. By any imagination, who did reign over that post before currently Gov. John Kong Nyuon took over? Wasn’t Mr. Kuol Manyang Juuk from your Bor County? We need you people of Bor County to always be reasonable when it comes to anything related to public or social groupings. Reasoning is a decent way to deals with public affairs fairly with mutual respect of other co-existences.

Why are we against Gov. John Kong Nyuon recently calls to steps down?

Because the recently calls by protesters in Mading town about Gov. John Kong Nyuon steps down. We, the Greater Twic East Community in US are totally against unconstitutional calls by protesters when it comes to Gov. John steps down. We consider this calls as not a suitable right procedures of democracy system intentions.

  • We don’t even believe Bor County alone has power to solely remove the governor over other ten Counties of State.
  • We think our neighbor should have wait for an election times to release their grievances through right to votes as Constitutions of our nation allowing it.
  • Also we believe our hero John Kong Nyuon, the man that has devoted his whole life for nation freedom shouldn’t be alienated. He has been there since day one, done that with our own son, Dr. John Garang de Mabior and other South Sudanese liberators. So his work shouldn’t be undermined by unreasonable protesters. You (Mr. John) deserves to leads our hero. Thus, you people need to stop, and let the man do his duties to our State citizens who are suffering lots. You people seem like trying to localizing everything of State as your solely County affairs, if that the case; you are misleading yourself. Again, we are behind you Mr. governor because you are the right to do what you think is good for our State and not them. Voting would be the only way you should be able to leave your position when time comes whereby our citizens of Jonglei State has done that through election officially.
  • Our meeting with Former General Secretary of SPLM through telephone conference

First, the main purpose of our meeting with our hero, Mr. Pagan Amum was much or mostly related to his being brother-in-law to Eastern Twi Dinka people. So, it was just like a kind of family re-union welcoming to us here in United States apart from his political IQ, pioneer or aspirations when it comes to South Sudanese political affairs since back in the days of South Sudan and Sudan civil war.

The second point we were eager to know from him though was his knowledgeability, wisdom when it comes to South Sudanese political affairs since current civil war began in 2013. Also to clarify to us why he was arrested plus other colleagues of his like our son, Dr. Majak Agot? Unfortunately, our office didn’t convene with Dr. Majak when he arrived to States in 2014. We were eager to meets him though too, but unfortunately he was taken out of our hands by alien name to us (Greater Twic or Eastern Twic Dinka). The alien name so-called “Greater Bor or Dinka Bor" whom we the Eastern Twi Dinka people don’t have natural association to at all. Mr. Pagan was asked, why he plus Former Detainees didn’t join either side at war right now in our nation? These were some of the fundamental questions we did ask from our son-in-law. And he did answer one of each to us accordingly.

His final word to our Greater Twic East Community in United States was, “Twic East Community people, I need you to campaigns for peace to saves our people lives who are dying daily in hands of the two parties involves in current civil war. I and other Detainees are not interesting in anything else right now rather than our main goal is just to stop blood-sheds.” This message of his was well accepted or connected based our Eastern Twi Dinka people admirable to peace overall.

To our ear-dropping or gossiper who had already propagandizing our recently meeting with our hero, Mr. Pagan Amum. We heard your smearing campaigns joker to Western Dinka communities. You need to be careful Greater Bhar el Ghazal Dinka when it comes to gossiper [s] who becomes your negative sources about Eastern Twi Dinka. We just say it, our brothers and sisters, you need to be careful. Because some of your smearing campaigners are not honest but to continuing spreads lies against our humble community of Greater Twic East. You been stated that, “our recently meeting with Mr. Pagan Amum was all about Eastern Twi Dinka planning to installed Mr. Pagan Amum as President of South Sudan through un-rooting of an elected President Kiir Mayardit from his position of presidency.” What a child brain thinking ideal, honestly; in what way can we do that dare joker or ear-dropper/gossiper? Also, joker you have been claiming that, “Mr. Pagan Amum has nobody behind him even when he arrives in United States he was even not picked up at airport” which is not true at all. We the Greater Twic East Youths in United States are stand with him for whatever essential things he has done through whole of his life to our new nation of South Sudan. In addition, he has stood tall behind our son, Dr. John Garang during our struggle times until our country achieved freedom some years back, you remember? These are some of the few importance stuffs of the past we should be supportive to him without any exception of whoever feels negative against him politically, joker. So don’t ever blackmailed our hero thinking that, he has nobody stand with him. The bottom-line is, he is our son-in-law that means we have right to welcome him as family member or to protect him in any case.

To closing our press, we, the Community of Twic East is ultimately calling two parties at war to weigh-in more peace than war to our people. Enough is enough.

United States, January 25, 2015 (SSNA) -- Blessed by the Chairman of Sudan Peoples’ Liberation Movement In Opposition (SPLM-IO) Dr. Riek Machar Teny, By the Chairman of the SPLMYL Puot Kang Chol, by the SPLM National Coordinator, Banak Mading Kueth, and by SPLM state chairpersons, we are proud to announce the formation of Sudan Peoples’ Liberation Movement Youth League (SPLMYL) in United States of America.

The SPLM Youth League is a mass Youth formation of the SPLM; it is committed to the creation of the united, non- ethnic, non-sexist, democratic, federal and a prosperous South Sudan. The Sudan Peoples’ Liberation Movement Youth League (SPLMYL) was founded in 1985 by Cde. Dr. Riek Machar Teny under the leadership of Cde. Dr.John Garang de Mabior as an organization of the Youth committed to the ideals of democracy, freedom, justice, equality, peace and prosperity.

The MISSION of the SPLMYL is to support the SPLM in establishing a federal state in South Sudan and promote federalism as the only viable system of governance for South Sudan. This Leadership is a joint effort from various states chapters’ chairpersons across America; leaders passionate to practice the right we are denied by the Juba regime.

The election commission welcomes the voting result, and will commence with its duties to organize and conduct free and fair elections. Moreover, the committee applauds and praises the leadership’s sustained commitment to democratic ideals, in time of peril. Breaking News: IGAD-mediated talks between South Sudan’s rivals collapse in Ethiopia — Negotiations to Resume on February 1st

Addis Ababa, January 29, 2015 (SSNA) -- The IGAD-mediated talks between South Sudan's Kiir and Machar have collapsed in the Ethiopian capital, Addis Ababa. Power sharing arrangement is the main cause of the failure, an African Union diplomatic source with full knowledge of the talks told the South Sudan news Agency.

In the meeting, the two warring sides were told to report back to IGAD by the 1st of February 2015. The regional block, IGAD, also warned the two factions to produce a solution by the first day of February or face action from IGAD member states.

The peace proposal presented to Kiir and Machar by IGAD heads of states includes structure of the leadership of the Transitional Government of National Unity (TGONU), succession during the transition period, power sharing, South Sudan national parliament, among others.

In the document, Kiir must remain as the president with two Vice Presidents…and the 2nd VP must come from the Greater Equatoria region. The proposal also states that the President and VP must be succeeded by people from their political parties.

On the power sharing, the document further stated that the government will retain 60%, SPLM-IO 30%, and 10% for former political detainees and other political parties.

However, the roles of the President and VP are yet to be worked out. The SSNA was told that decision making process within the TGONU must be 80% consensus.

IGAD also said all current members of South Sudan's national parliament must remain in their positions; however, it proposed to add 68 new members who will be selected from all sides and added to the parliament.


South Sudan warring factions disagree on ‘power sharing’ as IGAD demands ‘breakthrough’

Addis Ababa, January 31, 2015 (SSNA) -- Rival factions of the Sudan People’s Liberation Movement (SPLM) have failed to agree on the distribution of the power and asked IGAD for more consultations with their political bases.

IGAD agreed and asked the two sides to resume the negotiation tomorrow (Sunday).

IGAD has also asserted its influence by telling the two main adversaries, President Salva Kiir and Dr. Riek Machar to either find a breakthrough or they will not leave Addis Ababa.

Meanwhile the South Sudan News Agency (SSNA) has learned that the Sudan people’s Liberations Movement-in Opposition (SPLM-IO) has rejected the recent IGAD proposal saying that the proposed power sharing document does not represent equal treatment of all parties.

In the meeting, the SPLM-IO asked IGAD to balance the percentages of the leadership proposal which initially gave Kiir 60%, 30% for the SPLM-IO, and 10% for former political detainees and other political parties.

The SPLM-IO further demanded that President Kiir and Dr. Machar factions be given 40% each, and 20% for former political detainees and other political parties.

January 31, 2015 (SSNA) -- The Bor Youth Association in Australia (BYAA) would like to convey a matter of concern to your esteemed leadership, and to raise an awareness campaign to the general public regarding an unconstitutional incarceration of female protestors, following a peaceful protest on Thursday the 21st of January 2015 in Bor (Jonglei State). It was on the date stated (21st/01/2015) that a number of Bor women matched into the Governor’s office to protest what various media outlets had reported as “Governor’s Incompetency”. The activists took to the governor’s office to present demonstration templates believed to be indicative of their social and political standpoints. Nonetheless, after a rather peaceful protest, four of the female activists, believed to have orchestrated the protest, were subdued in their residences and taken into custody.

The BYAA strongly objects to extrajudicial suppression of basic rights of citizens to demonstrate, by the State security organs. Furthermore, Bor Youth Association in Australia condemns those involved in the insubordination, which resulted in disenfranchisement of common citizens. The incident defines an enforced liberal infringement upon the innocents. It is a case where the authority entrusted with a duty of safeguarding law and order distorts it and demonstrates constitutional violation. These protestors were peaceful in their demonstration, arresting them as a reaction from the government violates their fundamental rights to express their grievances. A conventional approach of dealing with these ‘peaceful protestors’ should be dialogue, which serves as benchmark of amicable consensus, as opposed to injudicious resolutions.

Where a government official is deemed incompetent, it is up to that particular official to provide a detailed explanation as to what negates him/her from being an efficacious public servant. His Excellency Governor John Koang Nyuon is not deprived of this right. However, he failed to adhere to simple democratic norms and values. His actions evinced an unwillingness to respect the rights of citizens who attempted to demonstrate against his leadership.  

To advance the course of the arrested individuals, in societies where politics is organized, a ‘motion of no confidence’ passed against an incompetent leader is citizens’ prerogative. The motion is not subject to any punishment, because it reflects accountability and transparency to the citizens. Therefore, governor John Koang Nyuon must acknowledge that the imprisoned individuals were exercising their democratic rights. The governor must endorse their rights and act with immediate effect to release and acquit them. Justice must be prevalent, in order for the Bor Community to consistently maintain confidence in Jonglei State’s justice system.

We, the Bor Youth in Australia, acknowledge the social and political turbulences that the SPLM leadership had piloted us through. Moreover, we are considerate of the present obstacles that the government faces, and are also mindful of the forthcoming challenges. We remain in complete sodality with the government and also collaborative to veer the people of South Sudan away from the current bereavement. We are optimistic in achieving nationhood where freedom of expression and political correctness will not amount to retrospective policies. It is in such spiritthat we closely work with the executive government to amend political and social discrepancies. It is in our best interest as Bor youth to craft an efficient government. The contribution and dedication of Bor youth to achieve this efficacy is not subject to questions. We believe that our firm support of the government is paramount and worthy of a humble gratification.

In conclusion, the Bor Youth Association in Australia strongly requests a prompt response from your offices. We urge that your offices look into this matter, and see to it that the women are not only released, but also acquitted of their unjust charges. This is pre-condition, in mitigating further discontent from the youth.

January 30, 2015 (SSNA) -- We the SPLM Youth chapter in Ethiopia massively condemn IGAD, and other International bodies for failing to condemn Juba massacred instead considering of rewarding a killer with more power to kills more south Sudanese in the near future. This is not only illogical but creation of weak institutions by the bodies entrust in the regions to maintain security and promote peace and stability. It sounds completely an insult to the voice of democracy, justice and truth with the world continuing to allow thugs to leads the peace talks without proper solution but caring for their interests.

The world know what trigger the crisis in the new nation because of Salva Kiir’s folly to maintain the seat of power for generations to come, and the entire country is now in full disaster. Juba massacred in which thousands of innocents Nuer civilians were slaughtered, and Uganda used international banned clusters bombs against the populace in south Sudan and the world went silent. Yet with all these madness in practices, the right bodies in charge of world peace affair continues to incline on the pressing issues in south Sudan. Where on earth a killer can be reward with power to what some prominent individuals consider to preserve the democratically elected government. Who elected Salva Kiir in south Sudan? Perhaps Dr. Rice voted him in to kill the people of south Sudan. This is unfortunate

We are sadden to learn recently that IGAD is threatening the Opposition to take their ill proposal on power sharing which we see as the youth in Ethiopia will never bring peace but prolong the war in the country. The focus should not be rewarding a killer but providing justice to thousands’ families, displaced population by the government of tyranny regime in Juba.

Therefore, any agreement aiming to reward a killer is an illusion and not targeting the most wanted peace in the new nation. Our stand is, we will never support any agreements aiming to rewards Salva Kiir and maintain him for the future destruction.

Addis Ababa, February 1, 2015 (SSNA) -- South Sudan’s rivals, President kiir and Dr. Riek Machar, have late Sunday signed a communique in the Ethiopian capital, Addis Ababa. The deal which is not a peace agreement allows the two warring factions to conduct more consultations with their bases and engage in future peace talks.

The accord also requires both sides to stop military confrontations by the 5th of March.

The two leaders failed to agree on the recent IGAD’s power sharing proposal, causing the East African regional bloc, IGAD, to force them to sign a communique.

After many hours of intense discussion, it was clear that the two factions were not willing to accept power-sharing arrangements of the recently drafted power sharing proposal.

In the meeting, South Sudanese president asserted that there is no need for equal power-sharing arrangements and that all rebels should simply sign a peace agreement with the government; adding that his government is ready and willing to provide full amnesty to any rebel. 

Meanwhile, the rebel leader, Dr. Riek Machar, urges IGAD heads of states and representatives of AU and Troika to find a real solution which he said can only be achieved through a real peace.

However, the South Sudan News Agency (SSNA) has learned that the deal which has just been signed has nothing to do with IGAD’s recent power sharing proposal. The African Union (AU) source who has full knowledge of the talks revealed that the agreement is all about a Bahir Dar’s communique which was signed last year in a North-Western Ethiopian city, Bahir Dar. The source has also accused IGAD of giving itself a credit by ‘imposing its own unnamed interests in the peace process.

The Bahir Dar’s communique proposed that a future unity government should implement federalism and a unity government with 21-29 ministers. The document also states that justice and accountability, repatriation of refugees, and many other peace related deals should be prioritized.

Peace negotiations will resume on February 19.

February 1, 2015 (SSNA) -- Greater Twic East Community of South Sudan-USA is praising the step been taken by former Governor of Jonglei State, Mr. Kuol Manyang, and currently Minister of Local Government and Law Enforcement of Jonglei State, Mr. Wal Athiu Madol. We have nothing to detail outs, but we have to just say, great moves fellows. Your voices are needed to sub-due your Bor County unreasonable citizens. In addition too, it is now crystal clear that, the Greater Bor citizens are the only ones behind everything been going on in Mading town as protests. Right now, the protests had totally no connections with Greater Twic East and Greater Duk communities at all as you Hon. Wal Athiu has been able gives account below about the incident.

Also, we are now become aware; this event was a well planned event to removal Caretaker Gov. John Kong Nyuon as they (Bor County) did the something before to former Jonglei State Gov. Mr. Philip Thon Leek when he was a governor of State. Thus, we, the Eastern Twi Dinka people are truly know your game here our cousin. Because you people always like leadership while you can’t execute it either through right way because you people lack fair leadership but just mouth claiming propaganda. However, your claims though about leadership fair style don’t always hold truth in it at all but just to get in, mess everything up, and loots resources and still later crying-foolish based on hypocrisy. Example: Jonglei State and South Sudan government as well and you still don’t understand they mess you have been done to our country. When are you people going to learn admission?

Advice: Bor County citizens, do your wrong-things and not mess-ups with it through your wrong name ‘Bor’ naturally associated with wrong stuffs. We [Eastern Twic Dinka] been victimized for your wrong-doings in long time, we think it is over greedy, jealousy, greedy, selfish people. Everybody knows differences between Eastern Twi Dinka and Dinka Bor unless the shameless people are still insist on.

Finally, we, the Eastern Twic Dinka people will wait and see what our President Kiir Mayardit takes out of this incident. The incident which was designed intentionally by Bor County citizens against the man the president has put his trust and appointed him to be Jonglei State Caretaker governor.

“A week ago a group of about 25-30 women gathered and came to our offices. They were led by Dook Chuor who is a serving prison warder in Bor. They came with their sign post demanding and asking for Governor Koang to be removed from his post. They passed by my office yelling, crying, accusing Governor to have links with Riek Machar or transfer money to him.

Their demonstration was not authorized by any office but the commissioner of Bor County Mamer Ruk and I met them. We asked them to go back and provide their petition with the list of what they wanted. As they return; they came back with the letter which was written earlier by those who were objecting the internal transfer at the State Ministry of Finance but forged the letter in Greater Bor community names. The contents of the letter were discriminatory and that same time abusive but there was nothing as community letter. We called the community but community members said they have written no letter.

We were aware of this letter and the process of investigation was ongoing but from that moment we knew that these women were pushed by someone. We were aware that some officials in the Ministry of Finance were not happy with their new positions and that prompted a new concerns by influencing others to act on their behalf against the Government. These triggered the arrest and the four leading women who were aware of the conspiracy were arrested. This is a norm and practice in Law enforcement and it will be up to the court to release them if they are fought not guilty.

As from yesterday; we have now arrested four and one woman among the leading five is still being located. This was even supported by former Governor who is a current South Sudan Minister of Defense H.E Kuol Manyang.
