SPLM-G10: Remembering the Tragic Events of 15 December 2013

Nairobi, December 15, 2014 (SSNA) -- It is one year since South Sudan was thrown into chaos and a deep national crisis. As we remember the shameful/gruesome and tragic events that befell our country on 15 December, 2013 and during the days, weeks, months and now one year that have passed since then, we the SPLM Leaders (Former Political Detainees), with heavy heart, remember the victims of what can surely be characterized as genocide, and wish to salute all South Sudanese wherever they are. We believe it is important to mark this day one year on (December 15, 2014) to honour the memory of our departed sons, daughters, sisters, brothers, fathers, mothers, friends and relatives who were killed because they belonged to a certain tribe or ethnic group;. It (it) is important to mark this day so that we can do soul-reaching and recommit and redouble our efforts to achieve durable and sustainable peace in our country in the shortest possible time. As our people remember this sad day, it is important for us to mark this day with great resolve and commitment that our country must never and never again allow this despicable and heinous crime against humanity to repeat itself in our motherland.

Causes of Crisis:

It is now an undisputed fact and common knowledge that differences within the SPLM, absence of collective leadership and loss of direction and vision in the top leadership organs lay at the root of the crisis that erupted on 15th December, 2013. Violence came into play in order to stifle political debate on reforms and democratization in the Party and the State. A ‘failed coup attempt’ was therefore fabricated to justify the introduction of violence into an otherwise healthy political debate.

It is to be recalled that on 6th December, 2013, we, together with many other senior comrades, had sounded warnings and concerns about the infiltration of the SPLM by opportunists and agents of foreign countries; about the institutionalization of negative influences of regional and ethnic lobbies in decision making as it relates to affairs of the State, about the formation of private armies (militia),in flagrant violation of the constitution and abuse of powers of the Office of the President, promoting corruption and protecting the corrupt while paying lip service to the fight against corruption and encouraging the culture of impunity. We warned that these worrying trends in the government were indicative of looming disaster.

Effects of the conflict:

While detailed data on effects of the conflict since December, 2013 remains to be established, it is not disputed that tens of thousands of lives have been lost and other massive human rights violations and abuses have been committed in violation of international humanitarian law. These crimes include massacres, ethnically targeted killings and disappearances, rape, recruitment of child-soldiers, arbitrary arrests and detention, destruction of property and violence aimed at spreading terror among the civilian population.

The conflict has caused massive displacement of over a million citizens internally and to the neighbouring countries, ruined the economy, adversely affected the delivery of basic services to our people, destroyed property and interrupted agricultural production creating a looming disaster and food crisis.

As stated above, the conflict arose as a result of differences within the Party (the SPLM) and was not tribal in nature. However, there is no mistaking the fact that increasingly this conflict is assuming tribal and ethnic dimensions. The war has now effectively polarized the country ethnically behind the two warring parties. The longer this conflict continues, the more tribal it may become; not discounting the possibility of it spreading to other regions and tribes.

The inability to reach peace and stop the killing is leaving the region and the international community with no better option but to impose peace on the warring parties. This may be the only salvation for South Sudan from collapsing into chaos and disorder in view of the un-abating brutal conflict that has gripped the country for one year thus far.

Efforts to Resolve the Conflict:

Since December 2013, soon after the conflict erupted in our country, the Inter Governmental Authority on Development (IGAD) has exerted strenuous efforts to help find a solution to the crisis and restore peace to South Sudan. It has held six extra-ordinary Summits on the South Sudan crisis within this space of one year.

Through IGAD mediation, the stakeholders have agreed to the formation of an inclusive Transitional Government of National Unity (TGoNU) and a Transitional Period of two and a half years. The two warring parties have also signed a Cessation of Hostilities Agreement (CoH) including its implementation matrix but have consistently failed to honour it. What remains outstanding for a final peace agreement to be achieved is the structure of Government and details of reforms to be undertaken by the proposed Transitional Government of National Unity in the areas of security, economy and institutional reforms.

In the upcoming session of the mediation process in Addis Ababa, which is expected to be the final lap of the IGAD mediation, the warring parties are expected to present the outcome of their consultations on the structure of government. Specifically, the point in issue is whether to have a Vice President and two deputies to the Prime Minister or simply have a President and a Prime Minister. If it is agreed that the Prime Minister is to share executive powers with the President, then the matter for resolution as between the position of Vice President and the Prime Minister, would simply be a matter of protocol. This in our view should not be an obstacle to peace.

We have also noted that despite the commitment of the two warring parties to the importance of participation of the other stakeholders in the Transitional government of National Unity, the position of the SPLM/A (IO) continues to be ambivalent on the participation of the SPLM Political Leaders (FPD) and the other Political Parties in the top positions of the TGoNU. Whereas the SPLM/A (IO) wants to de-concentrate powers from the hands of the President, the same SPLM/A (IO) would like to concentrate powers in the hands of its would- be nominee Prime Minister. This is the reason why it vehemently objects to the creation of the positions of two Deputies to the Prime Minister. We hope the SPLM/A (IO) will reconsider their position on this matter.

Other Issues of Concern:

The IGAD mediated peace process since its inception in December 2013, recognized the need for the participation of all the South Sudanese stakeholders in order to achieve an inclusive and sustainable peace owned by all people of South Sudan. As South Sudan is a multi-party system, the role of political parties in the search for peace cannot be undermined. In this juncture, the exclusion of the representatives of the other political parties in the peace process is unfortunate. In our view, the political parties should have been allowed by the government to select their representatives through a transparent and democratic process without manipulation or undue interference which is evident from the way some representatives of the political parties are denied travel outside South Sudan.

The Talked-about National Elections:

The Government of South Sudan has instructed the National Elections Commission to prepare for the conduct of elections before July 2015 so as to renew the mandate of the President before his term ends in 2015. The purpose is to renew legitimacy of the President and his government.

However, given the current state of affairs in the country, it is not feasible to hold free and fair elections while the war rages on. The national priority now should first be to end the war, reconcile and heal the nation, reform the state and promulgate a permanent democratic constitution that reflects the will and aspirations of the people.

The states of Unity, Lakes, Upper Nile, and Jonglei are currently under a state of emergency due to war and serious insecurity, in the case of Lakes state. Even for Northern Bahr al Ghazal state the situation is not also conducive for elections. The National Elections Commission has already confirmed that gubernatorial elections were impossible to be held in Unity, Lakes, Jonglei and Northern Bahr al Ghazal due to insecurity. That is why the Care-taker Governors in these states have remained in position despite the constitutional requirement that new elections should be held within 60 (sixty) days for the new Governors. This alone, besides the other political considerations, does not make the holding of general elections in the country a practical proposition.

More importantly, the states mentioned above command a combined population of four million three hundred and twenty-five thousand one hundred and ninety four (4,325,194) people according to the last Population Census. This is out of a total population of eight million two hundred and fifty eight thousand four hundred and ninety (8,258,490) for the whole country. Therefore, more than half of the population of the country cannot be disenfranchised and nothing can bestow legitimacy on any purported elections in the country that excludes them.

Moreover, there could be legal impediments that may not allow the running of general elections in the near future that relate to some requirements in the Political Parties Act, 2012. Also, this is not to mention the massive displacement of people internally and to the neighbouring countries; and who are struggling to survive under difficult conditions. Their priority is certainly not to engage in elections leave alone electing the same leaders who are responsible for their misery!

The National Security Bill:

A lot have been said by many people including the UN and International Human Rights Organizations in rejection of the infamous National Security Bill which the President has declined to sign into law because the Bill is grossly unconstitutional and due to public outcry. The Bill contradicts and offends the Bill of Rights in the Transitional Constitution and the stipulated mandate of the National Security Service in the same Constitution. South Sudan does not need such a draconian piece of legislation. The aspirations of our people are for a democratic dispensation based on the rule of law, constitutionalism and respect for fundamental human rights. Any attempts to use the law to perpetuate oppression and promote authoritarianism must be rejected stock log and barrel by all freedom loving people of our country. We are totally opposed to such oppressive legislations.

The Way Forward:

We call for immediate ending of the war to end the suffering of our people and preserve our sovereignty and independence. Specifically, we take this opportunity to make the following call:

  • Call on the two warring parties to rise up to their national responsibilities to end the conflict before the year-end;
  • Call on our people inside the country and in Diaspora to unify their ranks and intensify their voice for peace;
  • Urge IGAD and AU to stand firm and use the coming session of IGAD mediation as the final opportunity for achieving peace in South Sudan and to apply appropriate leverage to that end;
  • Call on the international community to continue supporting the IGAD initiative for restoring peace to South Sudan;
  • Urge the Government of South Sudan to allow representatives of other Political Parties who have been part of the IGAD peace process to participate in the coming sessions of the Peace Talks as critical stakeholders in the search for comprehensive and durable peace in our country;
  • Call upon our religious leaders to continue to work and pray for peace and justice in our country; to promote unity, reconciliation and healing in our society which is deeply divided by war, sectarianism and hatred;
  • Appeal to the UN and other international organizations to increase humanitarian assistance to the victims of war and other people in need in South Sudan.

Nuer community in Arab Republic of Egypt commemorates Nuer Genocide of December 15, 2013

Cairo, December 17, 2014 (SSNA) -- With deep sorrow and sadness, Nuer community has finally concluded the commemoration of December-15-2013 massacre carried out by President Salva Kiir Mayardit and his thugs in Juba last year when thousands of Nuer children, women, old men, politicians and vulnerable people were butchered in the name of fake coup in the morning of 15, 16, 17, 18, 19…….by unofficial group of soldiers recruited to kill only.

We have decided to demonstrate to show all South Sudanese and the international community that President Kiir has failed to control his soldiers and his tribesmen who carried out the killing on tribal basis/lines in December 2013, last year.

Nuer community in Egypt congratulates the Egyptian authority who really feels sorry for the demonstrators who turned up for the 1st anniversary on the 15th of December 2014.

We say thank you very much without your concerned we could have not succeeded with the demonstration and the memorial prayers.

Nuer community also extended its happiness to Nuer youths who extremely show high moral of participation in all programs including media and actions without Nuer youths the December 15th could not be commemorated at all.

We also feel concerned to continue supporting the victims of Juba massacre, Orphan, widows, and widowers who are suffering emotionally, psychologically and physically from the trauma and horrors of President Salva Kiir Mayardit atrocities.

We hope God will open ways for peace to come to our country South Sudan….

Militiamen murder residents in ‘return village’ in North Darfur

Darfur News Update by Radio Dabanga (10 - 16 December)

December 17, 2014 (SSNA) -- In an attack by militiamen on a village in South Darfur, nine residents were reportedly killed, and their homes burned to ashes, on Saturday afternoon. A camp in North Darfur was also raided this weekend. A large group consisting of "about 100 militiamen" on camels and horses attacked Abu Jabra in South Darfur, "without any warning or clear reason", an eyewitness from a neighbouring village explained. He told Radio Dabanga how the people of Abu Jabra, Gireida locality, had started to return to the village since five weeks ago, within the framework of a voluntary return programme in Darfur. During their attack, the militiamen killed nine people and pillaged the place, before setting it ablaze, the witness said. About 500 families, and six wounded, arrived at the Babanusa camp for the displaced in Gireida, a camp elder reported to Radio Dabanga. "The newly displaced told us that there are at least 200 families that fled into the desert.” Another camp leader in the neighbouring Bielel locality expects the villagers to return to El Salam camp as well, after the attack and the mounting insecurity in the area.

In North Darfur, a large group of militiamen raided Rwanda camp, and plundered a number of shops on the outskirts of Tawila town on Sunday. An army commander intervened, and returned much of the stolen goods. A robbed shopkeeper explained that the residents were terrified. The attack was immediately reported to army commander El Hadi Mohamed Hamed, who then stopped and searched the militiamen ́s vehicles for the goods. He also issued an order prohibiting militiamen to enter Tawila town with their cars and weapons, according to the listener.

Gold mining supervision by tribal administrations and North Darfur state

Gold diggers were violently robbed by gunmen in the area of Jebel ‘Amer, North Darfur, on Sunday. The militiamen beat the workers and stole more than $4,700 and an amount of gold. The Jebel ́Amer mining area lies in El Sareif Beni Hussein locality. Sadam Hamad Mohamed, one of the victims, reported to Radio Dabanga that afterwards, the militiamen left into the direction of Kabkabiya town. The North Darfur state announced the establishment of a coordination council for traditional mining last week, that will resolve problems in the mining areas. The Federal Ministry of Mines and representatives of El Sareif Beni Hussein, Kutum, El Malha, Um Keddada, and Kabkabiya localities in this council will also supervise the licensing and collection of fees for the traditional mining sites. 

In the same week, the Revolutionary Awakening Council (RAC) and the native administration of the Beni Hussein tribe agreed on establishing their own management board for the gold mining area of Jebel ’Amer. The RAC spokesman told Radio Dabanga that the participants in the meeting decided that they will be responsible for the gold mine. “Anyone who wants to visit, or work in Jebel ‘Amer, will have to request permission from the supervisors appointed by the board.” RAC leader Musa Hilal and his militias, responsible for Janjaweed campaigns against civilians in Darfur since 2004, were armed by the Sudanese government, but he distanced himself from the regime this year. His militia attacked several villages North Darfur, where Hilal established an administration. 

Gold has become one of Sudan’s biggest sources of revenues after the secession of the oil-rich south in 2011. As reported extensively by Radio Dabanga, in 2013, the Abbala and Beni Hussein tribes fought violently over control of the Jebel ‘Amer gold mine, leaving about 500 people dead. The UN estimated that more than 100,000 people were displaced by the conflict.

SPLM-in Opposition Chapters in the United States Endorsed Leadership Consultation Resolution in Pagak

United States, December 17, 2014 (SSNA) -- The SPLM-USA National Secretariat Coordination Office in the United States of America has convened the SPLM Chapters’ meeting on December 14, 2014 to deliberate on Pagak Peace Consultation Resolution (PPCR). Consequently, the SPLM Chapters Leadership has unanimously endorsed the decision of the SPLM/A–Resistant Movement for confirming South Sudan to have only a ceremonial president, and to have a Prime Minister as head of the government; and complete adoption of Federalism.

The Chapters leadership commended the outcome of the conference and vehemently urges the leadership of the Movement under the charismatic leader, chairman and commander in Chief of the SPLM/A Dr. Riek Machar Teny to precisely stick to the peoples’ decision despite the international pressure; to wrongfully pushing people of South Sudan to accept an illegal president who has committed an ethnic cleansing in Juba on December 15 to18, 2014, to continue securing presidential seat. If Salva Kiir Mayardit was a president in one of the European countries, or United States, he would have not been a free man today, let alone him (Kiir) continuing to impose himself president of the Republic of South Sudan; rather, he would have already been facing justice for ordering a systematic massacre of more than twenty thousand innocent Nuer ethnic group in the capital Juba. Therefore, the leadership of the SPLM-USA Chapters reiterates the call on the world body: UN, Troika, UK, Norway, US, AU and IGAD to accept peoples’ decision of rejecting totalitarian regime that has committed horrible 21st century genocide.

President Salva Kiir Mayardit has used an absolute power to commit a horrendous genocide that is based on ethnicity, promotion and polarization of South Sudanese of diverse tribes. People have spoken that the genocidal General, President Salva Kiir would not be given another opportunity to commit another genocide on South Sudanese people.

As Dr. Marin Luther King said, “all men are created equal”, the whole world condemned the genocide committed by Adolf Hitler on Jews people during World War II and President Juvenal Habyarimana of Rwanda in 1994 on Tutsis. Comparably, the UN, Troika, US and IGAD should have been strongly vocal asking Kiir to leave power. The International Community shouldn’t have been reluctant considering rewarding South Sudan president Salva Kiir to remain head of the government or share power with his counterpart after he administered the massacre of more than 20,000 lives in three days.

Finally, the SPLM in the United States applaud the SPLM/A-Resistant Movement for denouncing Kiir from remaining as head of the government, call for a comprehensive reform in all the government institutions, a new constitution that shall serve the best interest of South Sudanese people, stressing federal system of governance, and the Prime Minister to be the head of the government with all the executive powers. God bless The Federal Republic of South Sudan.

ASSD Calls on all South Sudanese to Commemorate December 15, 2013!

Washington, DC, December 18, 2014 (SSNA) -- Alliance for South Sudanese in Diaspora (ASSD) calls for all South Sudanese and best wishes around the world to commemorate more than 20,000 victims of December 15, 2013, JUBA MASSACRE. The tragedy that befallen the country on December 15th, 2013, when President Salva Kirr instructed his presidential officers to executive mass murders to ethnic Nuer civilians, which was based on ethnic identities that triggered the current civil war in South Sudan, that happened one year ago.

Tens of thousands of South Sudanese people have been killed and nearly 2 million of them were displaced with about 100,000 are resided at UN shelters across South Sudan since this conflict started last year. South Sudanese people have lived through senseless violence for too long. The government of Salve kiir has yet kept any promise of bringing this crisis to a peaceful solution which ASSD believes can be averted by addressing the underlying causes for a lasting peace and permanent stability in the country, as well as for the reconciliations among affected communities.

ASSD stands with people of South Sudan that are searching for peace, democratic, human rights, good governance, rule of laws and accountability. ASSD calls on international community and good wishes to pressure President Kirr’s government to bring a lasting peace and stop killing its people. The UN, USA and other international body must follow Europe led sanction of arm embargo for South Sudan to accept peace. ASSD calls for:

  • Relocation of IDPs from government areas to Upper Nile or other safe regions
  • Protect women and children from atrocities, including child soldier
  • Urge world body to declare Juba Massacre genocide
  • Demand foreign forces to leave South Sudan for peace to come
  • Sanction arm embargo and support IGAD leads peace process

According to our reliable source, the Dinka Bor or Bor County politicians have decided to creates another problem within the area in pretexts to alienated Murle tribe. This idea was originated from Mr. Michael Makuei Lueth, Mr. Kuol Manyang, Mr. Malaak Awien, Mr. Malual Ayom, Mr. Jok Riak, Mr. Maker Thiong and other politicians from Bor County. The idea is to control Murle tribe or Greater Pibor Administration Area and their resources.

If you guys are not weak, why you guys allow Uganda military or Greater Bhar el Ghazal Dinka region people come and protect your motherland? Your community is better to stop mixing our communities because everybody knows who the Eastern Twi Dinka is (Twic East County, Jonglei State), and who Dinka Bor is (Bor County, Jonglei State) with their geographical areas apart. These fews politicians were rewarded with high positions in Jonglei State government and South Sudan’s government. Thus, our neighbor we have identified your secret behind this is just to control South Sudan’s government important positions and allow some intellectuals from Kongor Payam to control Jonglei State essential positions in exchange of them to destroy Eastern Twi Dinka people identity and land . The old say, “if you plan evil things against humble or innocent people; God will allow your dirty works to returns to you."We now know you Mr. Kuol Manyang and Mr. Diing Akol plus others from Bor County at the time when you two were working together in Jonglei State government. It was all about destroying Eastern Twi Dinka people through not allow UN peace keeping forces to be in our Greater Twic East area so that they will come and protects our disarmed civilians. Refusing of South Sudan military base there was also done intentionally against Twi people by you two. Furthermore, Gadiang was done intentionally by you, Mr. Kuol Manyang and the rests of Bor County by not moving the Headquarters there. Please compared those maps we have included in this article.

Mr. Kuol Manyang & Mr. Diing Akol when both of you were still in the same government of Jonglei State, it was always agenda to destroyed Eastern Twic Dinka people. We also know that Mr. Diing Akol is there to lead Jonglei State government through your partnership with you Kuol Manyang Juuk, and that is why Mr. Diing Akol still holding the same position right now. Please don’t be fool when it comes to Mr. Diing Akol title changes recently change after Mr. Kong Nyuon becomes an Acting governor of Jonglei State. Mr. Akol used to be the Head of local government and now he becomes a Local government Advisor to Mr. Kong Nyuon. Haaaaa!!!!!! This title for him was a set-up by Mr. Kuol so that Mr. Diing Akol would be able to runs Jonglei State government affairs when he himself Mr. Kuol Manyang absence to runs Jonglei State government. We know you are still the governor of State. And when he/Kuol is absence from his duty of Jonglei State, his left hand man Mr. Diing Akol was there to do his dirty work in Jonglei State against other communities in State. The current Acting governor is just there for nothing. Because Mr. Kuol and the rests of his group are still running the State.

Dinka Bor idea is against Eastern Twi Dinka is concentrated on few points below, ladies and gentlemen:

1. Not allow any military base in Greater Twic East Area intentionally

2. Not allow UN Peace Keeping force to be deployed in Greater Twic East and Greater Duk Areas.

3. It was the same strategy being applied by Mr. Kuol Manyang and Bor County politicians to not allow Gadiang to be built as Jonglei State’s Headquarters to shorten far distance Counties of State. This idea was based on their greedy of resources and jealousy against other communities of Jonglei State.

4. They are fearing too if Jonglei State Headquarters is moved; they will suffer through many enemies they have created over the areas. For example, this year of 2014, they were chased away by Mundri and other Central Equartoria State communities due to their trouble making. The same thing too did happen to them too this year of 2014 between them (Dinka Bor of Bor County) and Dinka Aliau of Lake State. We can go on and on, with their bad records when it comes to their neighbors. Meanwhile, our community of Eastern Twi Dinka have no any problems with our neighbors we can track or apparently we can recall right now. Except the Eastern Dinka Twic East conflict with Nuer tribes 1990s. The conflict that was fought among communities as political motivated conflict. That time, our people have to protects their motherland from aggressors. Which from 1991 to 1997, these communities have massacred many people until their conflict was stopped by God through heavy rain that did kill many Nuers in place called “Padaat” near south of Panyagor Town, the Headquarters of Twic East County. Also the conflict was motivated due to our own son, the Founder of our new nation of South Sudan, Dr. John Garang e Mabior been the leader of SPLM/A. Other sub-tribes of Dinkas in Greater Upper Nile region were devastated too, especially the hero home areas of George Athor Deng and Greater Duk communities. Greater Bor area of Bor County was just over ran within one day period in first attacks. Some of their citizens even prove this claim against our neighbor. They provoked conflict first most of the time and after that they become just mouthing-fighters and not in reality. Why there is East in Jonglei Dinka Twi of Jonglei State, the reason is due our cousin Dinka of Warrap State. It is our cousin in Warrap State (Twic West or Twi/Twic).

Right now our neighbor, we are watching your next moves, For example, current Bor Civil Hospital it was changed to “Bor State Hospital” before people complaining . Also Malek School of Theology was renamed by you people as “Bor Academic” and then changed back to Malek School of Theology after people have protested against the moves.

Our message to Eastern Twi Dinka citizens

1. We don’t want you to go to Murle tribe or Greater Pibor Administration Area based on that propaganda period from our neighbor. They do this because they have Uganda military base in their area plus Greater Bhar el Ghazal Dinkas’ troops in their area too. So they have place to run when things are become against them by Murle tribe. This accusation against Murle tribe was recently planned by Bor County’s politicians to control Murle tribe area. Especially, the recently SPLM/A party meeting in Mading Ngeth Ngok (Currently Bortown). Was double head ideas and not just to replace SPLM/A members absentees or dead ones. There is no doubt, they were there to installed their idea of controlling Jonglei State as whole. Either the other Dinkas of Jonglei Areas, Jonglei State government resources or neighbors’ land annexation or contempt. Also this idea was set-up purposely to destroy Murle tribe through lies that Murle tribe have stolen 17 heads of cattle. What we know here too is for them (Bor County) people to go and loots Murle tribe cows because they (Dinka Bor) are not happy about over 400 cows who were given to Murle tribe when governor Kuol Manyang still a governor of State.

2. We need you, Eastern Twi Dinka citizens to have these things at your arsenals as self defense and survival when it comes to this juncture of our country on going problem:

(a) Particularly, to you Eastern Twi Dinka Youths. We need you to go to our motherland of Greater Twic East Area. Because at the moment Mading Ngeth Ngok is not longer a safe place for you our people. Right now it only might be safe to those they have marginalized from Eastern Twi Dinka in exchanges of positions and money to destroyed Twic East people. Not that only our people, we believe you our people know the history of recent years in Mading mistreatment of our people there and other communities as well: first, it was the stolen of our cows by Dinka Bor individuals, after our people have discovered their cows in Bor County, the report was made to former Jonglei State governor, Mr. Kuol Manyang who hails from County of Bor. After report to him, Mr. Kuol didn’t do anything to those people who used to claims that, “those cows were just roam around.” What? Roam around cows, and why don’t you guys given back those cows to their owners. To us those roaming cows, we think they should have been returned back to their owners however this saying has it own name in our Dinka language. Second, in Mading there were two incidents did happen in 2012 when Bor Youths attacked Twic East Youths office in Mading; looting computers there. The same year was the time Bor County former Commissioner destroying Eastern Twi Dinka stores in Mading without any compensations to the victims. Everybody Mading Town is Lawyer, they scam people over land allocations and other bad behaviors too. And of course, the miseries deaths of our people while they were sleeping. These people were known by families or relatives they were having any sickness goes back to the day of their last lives on earth.

(b) Things you guys need when you decided to go to our motherland, please always walk in groups wherever you are roaming within our Greater Twic East Community area (the reason is to have witness if something should happen to one of your brothers and sisters), have your mosquito nets, fishing nets, match stick in abundance, toong, biith, fishing hooks, salts, cooking utilities, some clothes, kake yam, guiekke kadkuun like rier like tuor xon athel ci Garang Eastern Twi Dinka beh. Every time be vigilant and report any suspicious against you or any of your people etc to sub-chief or Head chief. Please don’t touch any innocent person or people who have nothing to do with your life threatening. Stay in our Greater Twic East Area, and if somebody trying to do bad our Greater Twic East area, and absolutely have shown some signs of threats individual or groups. (c) In that press on Sudan Tribune, there was mentioning of Ajuong Payam of Twic East County was attacked by Murle tribe and at the same time they have looted cows from there too. We are here to be truthful to you our citizens. The report is 100% false, it is our neighbor behavior of creating problem and our run away. Nothing like that our people. In this article of ours, we have already disclosed the agenda behind these propaganda against innocent Murle tribe accusation. Though to repeat ourselves, this was a cover-up from Bor County politicians to go and destroyed Murle tribe or Greater Pibor Administration Area for their land and cattle. Plus land grasping is also behind this ideal of theirs (Dinka Bor). They even now claiming far distance as Anyuaak tribe area. They the Greater Bor or Dinka Bor people of Bor County. Ultimately, they think they have already controlled Greater Twic East or Dinka Twi East and Greater Duk (Nyarweng Dinka & Hol Dinka) areas of Jonglei State and their identities presumably, and not truly base on history differences claim by these sub-tribes of Jonglei Dinkas . So apparently, the Murle tribe Area or Greater Pibor Administration Area is now next conquering agenda, also behind this propaganda in that press on Sudan Tribune. They think they have already controlled those areas, so the next moves afterward might be to conquered Nuers Area as well.

Overnight President Kiir Mayardit was threw under bus because the new opportunity have emerged overnight under Dr. Riek Machar SPLM-IO. What a chameleon like and deadly evil opportunist community that changes it colors in seconds? We hope the President Kiir Groups and Dr. Riek Groups have learned something form this community. But for us Eastern Twic Dinka, these people are not stable and they should be trusted by any side.

He/she Christian Believers, individual should be given Bible to take oath about their history claims. If he/she an Islamic believers, Koran is the Book to take oath by your opponent, Pagans people should take oath using traditional ex or whatever they think they might be Beliefs in, Judaism the same procedures should be applied here too , and other Denominations as well.”

Please we are not longer like to debate this issue with deceiving historians. We think our citizens of Greater Twic East Community it is time to give that individual Holy Book or Ax if he/she is might be Dinka traditional believers or Pagans. Period let them take oath over their claims if they are rights. If individual or group is/are refusing to take oath about their history claims. Again, please that means you have defeat them from their nonsense history claim. Give them any Religions Spiritual Books or traditional swearing thing ex if they are really truthful to you people over their claims of other Jonglei Dinkas being part of your Dinka Bor or Greater Bor name. If they refuse to takes oath, that means they are lying about differences histories these communities have. To end our note, this is not Juorkoch of yours whom Juorkoc have conquered these Clans of Bor County:   Dee/Der, Ater, Adumor and Koc itself made up your Kolnyang Payam, Bor County. Our message to Good Samaritan communities or tribes of South Sudan; especially; the Greater Equartoria region tribes where our citizens of ours did take refugee due to current civil war. We ask your Hospitality or kindness to allow our citizens to take shelters within your sweet home is sweet home. Our Greater Twic East Community or Twic East County, Jonglei State are not have any threat tendance towards anybody unless they were provoked first. Just for time being and if there is any possibility whereby peace might return to our country. Our people are going to go back to their Twic East County area, their motherland. We don’t have any history related to violence with our neighbors. To be specific, we ask you honorable tribe of Madi to just let our citizens take refugee for now until may be the peace returns to our nation. Many of our citizens are taking refugee in your Town of Nimule. The same message goes to areas our people are taking refugee right now, those communities or tribes are part of this message. Eastern Equartoria State communities, Lakes State communities, and other places where our citizens might have taken refugee are part of this message as well.

Time-lines of Sudan government Administration systems through revolutionary changes.

The British and Aglo-Egypt period in Sudan, from late 1800-1956

The British system was all about Province System, Administration System, Region System, and Court Centers System to manage or solves tribes or ethnicities territories conflicts. Each and every tribes was managed separately. Tribal territories were not managed like urban elites in towns. To people who have been misleading public that there was what so-called District back in the days of British Colony in Sudan. You are absolutely lying. Because British Colony was using systems of Province, Administration and Court Centers where judges were rotational among tribes. These systems were used by British Colony to avoid or solves tribal conflicts. Head judges were also rotated among communities.

Mundri or Bari Mangala of Greater Equartoria region’s Court Administration center was the first one before being changed to Juba. Aliau Dinka community was moved to Greater Bhar el Ghazal region court center at Wau as well. The Greater Twic East, Greater Duk, Greater Murle, Greater Nuer, Greater Anyuaak and other communities also were moved from Mangala Administration Court Center to Malakal new Court Center of Greater Upper Nile Region. Meanwhile, the Greater Bor was left with Mangala tribes or sub-tribes of Greater Mundri, Greater Bari, etc and Greater Aliau community in Mangala Province Court Center. Judges Head Chief were a rotational system by British based on ethnicities identities to avoid conflict. So, you people need to know that, Mangala was the first Headquarters of all Greater Upper Nile region tribes Court Center before it was moved to Malakal Town Court Center. These tribes or sub-tribes were part of a new Province Court Center in Malakal of Upper Nile Province. Within this period too, there was no District system of management in Sudan when British was still a Colony. For example, Greater Upper Nile region or Province Headquarters were in Mangala of Mundri or Bari, etc. The Greater Upper Nile Dinkas, Nuers, Shilluk Murle and other tribes in Greater Upper Nile region were Administered in Mangala Province Court Center until Upper Nile Province or Region was introduced later on. That makes Mangala as the first Headquarters of Greater Upper Nile Region tribes before it was moved to Malakal of Upper Nile Region. Mading Ngeth Angok was a fishing village of Thany Dinka community of Bor County before British came in there between 1900 and 1910. As soon as British has arrived to place, British immediately created Mading Ngeth Angok as Court Centers to facility tribal judges activities due to both the Malakal Town Court Center and Mangala Province Court Center were became too far to many tribes. Also, the British Colony purposes of making Mading Ngeth Angok a Court Center in first place was due to consistencies of Dinka Bor of Bor County people selling theirs children to Murle tribe and at the same time they still continue to steals Murle tribe cattle. The situation became a daily struggle theme between the two communities. Conflict between these two communities was the main reason why the British Colony creates Court Center in Mading Ngeth Angok. Just for them to be close to situation or to sub-due conflict between Bor County people and Murle people within short distance. That time, the two communities were become wild. This time too was the time Dinka Bor people Court was moved from Mangala province Court Center to Mading Ngeth Angok Court Center and as well as Murle people Court from Malakal Court Center to Mading Ngeth Angok. Please remember that, the Dinka Bor people were associated with Mundri, Bari, Aliau Dinka and other tribes in Mangala province before this moves happen. Their Headquarters were located in Mangala (that means the Dinka sub-tribe of Dinka Bor should be called Mundri-Mangala tribe or Bari-Mangala tribe too, and not longer being called Dinka Bor community due to them were Administered under Mangala province Court Center right?) We don’t think so. Later on, the Greater Twic East Court, the Greater Duk Court, the Greater Anyuaak Court were later on moved out from Malakal Court Center to Mading Ngeth Angok Court Center to ease their distances. Under these tribes Court Center at Mading Ngeth Angok, the Court Head Chief was a rotational ideal among these tribes or sub-tribes.

President Ibrahim Abboud era, from 1956-1969

Mr. Abboud was the one to introduces “District System” during his time as President of The Republic of the Sudan. In his new system of “District”, every tribes or sub-tribes were given District to manage themselves. So our Greater Twic East area/Eastern Twi Dinka was given a District but it was solely named by Paramount Chief Ajang Duot as “Kongor District”. Which is name of his Clan Kongor of the Greater Twic East Community [currently Twic East County, Jonglei State]. Dinka Nyarweng, Dinka Hol and others [currently Duk County, Jonglei State] from Greater Duk area were given District and it was named by Paramount Chief Deng Malual as Duk District. Dinka Bor [currently Bor County, Jonglei State] was given District and it was named by either Paramount Chief Machiek Deng or Paramount Chief Mabior Ngueny of Greater Bor area. Under President Gaafar Nimeiry era, these three Districts were combined together under new system of State as “Jonglei.” Please check more below about President Gaafar Nimeiry era. Right now, where do people come up with Bor District that have combined these three areas of Greater Twic East, Greater Duk and Greater Bor?

President Gaafar Nimeiry Era, from 1969-1985

Nimeiry introduced “State System” in Sudan governing system when he took over the leadership from Mr. Ibrahim Abboud through coup in 1969. He was the one who came up with new system of “State” because Mr. Nimeiry was an educated and graduate from the United States of America/USA. When his new system emerged, the Eastern Twi Dinka, Nyarweng Dinka, Hol Dinka and Bor Dinka were told to form their new “State” but the name was an issue because Mr. Abel Alier and other scholars from Dinka Bor were eager to name the new State as “Bor State” but it was rejected by Eastern Twi Dinka intellectuals who were being led by Mr. Mading Garang Tong from Greater Twic East community. Mr. Mading Garang Tong and others were saying that, “the State will not be named through one sub-tribe." So Mr. Mading Garang Tong came up with “Jonglei” name to be the new “State name.” It was agreed on by majority from Greater Duk area, Greater Twic East area, and few from Greater Bor area. The genesis of these confusions was work of Mr. Alier Kuai and the rests from Bor County in 1970s, and some of the 1980s years

Mr. Alier Kuai done this after 1972 Addis Ababa peace accord been signed. He starts first by changing Mading Ngeth Angok of Thany Dinka to Mading Bor (please proves our claims through SPLM/A movements songs), and then to just Bor in 1980s and 1990s when Bor Secondary School was installed in Kakuma refugee camp, later on town was added to Bor as Bortown after up roars from public. Just after 1972 peace accord in Addis Ababa too was the ultimate time Mr. Abel begins campaigning when new District systems emerge from President Nimeri after British Colonel has already gone in 1956. So we don’t want you guys to smear British Colonel in regards to this confusions period. British was about Province, Administration and Court System, Regions or tribal Chiefs, kingdoms, Ethnicities territories, Clans were British and Aglo-Egypt styles of running Sudan’s government. Your claim people is totally lies. We know the time when this system of Districts came up in Junuba el Sudan was after the 1972 Peace Accord signed in Addis Baba. Even right now, many of our intellectuals are still remembering when new systems of Districts came up.

Our own son, the Founder of South Sudanese nation; Dr. John Garang era, from 1983-2005

Dr. Garang was the one introduced “County System” when it comes to The Republic of South Sudan. Dr. John Garang was an educator from the United States of America/USA like Mr. Nimeiry. Mr. Garang didn’t change the system of “State” from President Gafaar Nimeiry but he just mix ups the tribes under States on his new way. For example, some of you might have noticed that; under President Nimeiry era above there. Jonglei State was solely State for Dinka sub-tribes of: Eastern Twic Dinka [Twic East County], Dinka Nyarweng, Dinka Hol [Duk County] and Dinka Bor [Bor County]. What Dr. Garang just did was to bring in other tribes of Nuers, Murle, Jie, Kachipo, Anyuaak to Jonglei State, especially these Counties here:

  • Akobo County
  • Ayod County
  • Fangak County (POM)
  • Pigi County
  • Nyirol County
  • Pibor County
  • Pochalla County
  • Uror County

Dr. Garang reason was to avoid tribal segregation that might for-long ethnicities’ conflicts. Also it was to create friendships among tribes that might translated it to intermarriage and good neighborhoods as well, etc.

When our son, Dr. John Garang introduces his new system of “County” our neighbor as usual. Who are Dinka Bor or Greater Bor were trying to impose their name “North Bor County” upon us again. It was rejected by our own son, Dr. John Garang and other intellectuals of ours, and he ultimately name our County as “Twic East County.” The original name than Bor and the true decent Eastern Twi Dinka people name that associated with good and fair characters since Monyjang/Jieng blessed our to be fair leader and good hand logistics his sons and daughters. The word “East” there was to differentiate our County from other cousin Twic of Warrap State.

What you think as your new idea is absolutely not, you guys are just in copy right infringement zone of former President Ibrahim Abboud idea of “District System”. Mr. Ibrahim Abboud was the former President of the Republic of Sudan who was overthrew by President Gafaar Nimeiry through coup in 1969. During President Nimeiry presidency was the time “State System" was introduced to Sudan. Also this 21th century and not longer 20th century. That means you better come up with your own system or makes some changes to two old systems of “District and State” from Mr. Ibrahim Abboud and Gaafar Nimeiry ideas. For instance, your group might to do some changes like what our son, Dr. John Garang did to President Nimeiry system of “State”. Dr. John Garang is credits for “County system”.

In addition, we believe you the SPLM-IO have came across our press we did release this year in regards to your proposal idea. The press was published on South Sudan News Agency web-site, Nyamilepedia blog, our web-site, and others. We stated clearly in that press that, this time we the Eastern Twic Dinka don’t want to associate ourselves with trouble maker community of Dinka Bor. Also our start should be named “Jonglei State” if former Duk District accept our request or if Ayod County citizens accept us too. If none of these communities refuse to join us, our Greater Twic East Area would be like Greater Bor Administration Area.

For instance, if one beliefs in Dinka traditional beliefs, he/she should take oath using traditional ax that has been used by Dinka tribe for long time as their formula of oath or swearing. He/she Christian Believers, individual should be given Bible to take oath about their history claims. If he/she an Islamic believers, Koran is the Book to take oath by your opponent, Pagans people should take oath using traditional ex or whatever they think they might be Beliefs in, Judaism the same procedures should be applied here too , and other Denominations as well.”

Please we are not longer like to debate this issue with deceiving historians. We think our citizens of Greater Twic East Community it is time to give that individual Holy Book or Ax if he/she is might be Dinka traditional believers or Pagans. Period let them take oath over their claims if they are rights. If individual or group is/are refusing to take oath about their history claims. Again, please that means you have defeat them from their nonsense history claim. Give them any Religions Spiritual Books or traditional swearing thing ex if they are really truthful to you people over their claims of other Jonglei Dinkas being part of your Dinka Bor or Greater Bor name. If they refuse to takes oath, that means they are lying about differences histories these communities have.

Disagreement Emerges Over the Inclusion of Other Countries in Peace Talks

Addis Ababa, December 22, 2014 (SSNA) -- Member states of the Intergovernmental Authority on Development (IGAD) are sharply divided over a decision by the African Union (AU) to include five nations in the IGAD mediated peace talks in Ethiopia, an African Union (AU) diplomatic source who demanded anonymity because he was not authorized to speak on the issue told the South Sudan News Agency (SSNA).

The countries that have been chosen by the AU to be part of the IGAD mediated peace talks are Republic of Rwanda, Chad, Federal Republic of Nigeria, and the Republic of South Africa.

“Yoweri Museveni of Uganda doesn’t like some countries, particularly Nigeria and South Africa. He tried to launch a formal complaint against the inclusion of these two countries [South Africa and Nigeria], but, he knows it is a game he cannot win in the union,” the source said.

“The AU was expecting Museveni to submit his protest because he has been telling his friends about his frustration against the AU decision to include nations he doesn’t trust,” the source added.

The wrangling is the latest sign of deep division among IGAD member states on South Sudan’s peace process, with Uganda publicly supporting South Sudan’s government.

The source further added Museveni changed his mind after South Sudanese president Salva Kiir suddenly went to South Africa this month.

China Ready to Send Troops to South Sudan to Protect Civilians

Juba, December 22, 2014 (SSNA) -- The People's Republic of China has on Monday said it is ready to deploy its first infantry battalion to South Sudan as part of the United Nations (UN) peacekeeping mission, state-run Xinhua news agency reported.

Chinese military Commander Wang Zhen said 700-strong infantry battalion will participate in the mission, with first batch of 180 already scheduled to land in the violence-hit South Sudan next January. Commander Zhen added that rest of soldiers, totaling 520, will arrive in Mach.

The timing of announcement comes more than a year after fighting erupted in Juba late last year.

China first indicated in September that it will participate in the UN combined forces authorized by the UN Security Council.

The entire 700 soldiers are expected to be deployed from Laiyang, a city in Shandong Province, China.

Chinese government stated that its force is strictly for protection of civilians.

Tens of thousands of vulnerable South Sudanese are currently living in the United Nations Mission in South Sudan (UNMISS) camps in and around Juba.


Intelligence Leaks: Uganda, South Sudan to Attack Rebel Positions in Jonglei 'Soon'

Juba/Kampala, December 22, 2014 (SSNA) -- Combined forces of The Uganda People's Defence Force (UPDF) and Sudan People’s Liberation Army-Juba have left Bor town heading toward Lou Nuer and Ayod areas ready to launch simultaneous attacks on rebel positions in Jonglei State, a confidential UPDF-SPLA military document leaked to the South Sudan News Agency (SSNA) has revealed.

The deployments which officially began late last week (South Sudan local time) are destined for Fangak, Uror, and Waat.

“The presence of rebels in Uror, Fangak, and Ayod is not good for our security. We will soon attack and destroy them,” the document reads in part.

“On December 20, the SPLA and Ugandan forces left Bor town for Ayod and Lou Nuer areas. They are now well positioned to launch simultaneous attacks on rebels positions at anytime," it added.

The source also disclosed that South Sudan’s soldiers were briefed last Thursday by their superiors and told not to disappoint the government.

The source who leaked the document was also contacted by the SSNA to corroborate the claims; the source went in details, describing the looming attacks as “serious”, adding that the young country must prepare itself for a catastrophic failure.

On November 5, the South Sudan News Agency obtained a carefully designed wide-raging Ugandan military war plan against South Sudan’s rebels. In the document, the UPDF asked the rebels to either surrender or be wiped out.

The military intervention of Uganda anger opposition forces; with Uganda refusing to withdraw its troops from South Sudan and claiming that Juba has requested Kampala’s involvement.

Lead South Sudanese Musician (Gordon Koang Duoth) Commemorates the December 15, 2013 Nuer Massacre

Addis Ababa, December 21, 2014 (SSNA) -- In event organized by Gajiok Nuer Community in Addis Ababa, Ethiopia, Gordon Koang Duoth and Micheal Pal Rik raised their concern about the last year massacre in Juba through newly composed songs.

Gordon Koang who is a lead musician in South Sudan elaborated his heartfelt about the incident that happened last year in Juba.

The Chairman of Gajiok Community in Addis Ababa, Mr. Wiw Tung Wiw who organized the commemoration urged the whole Community of Jikany to remain united and appealed to any Jikany Community members to honor the lives of Nuer who perished in Juba. “Do not support the genocidal regime in Juba.”  Wiw warned loudly.   

Gordon Koang directed his concern to Gordon Buay Malek Chol and advised him not to interfere with musician. “I dismiss Gordon Buay’s statement which claim that God instructed me [Koang] to quit singing on the current crisis.” Koang warned Gordon Malek to refrain from his words and urged him to withdraw his propaganda as soon as possible. “It’s not good for my brother Gordon Buay to jealously act like this!! I’m a musician, should he choose to deal with me, that would be more dangerous for him.” Gordon Koang warned.

Gordon Koang appeals to IGAD and International Communities to address the root cause of the conflict and question why the truce take longer. Gordon Koang Duoth openly said that ‘Federalism’ is the best style of leadership to govern South Sudan. “I support Federalism and I need it”, Koang commented.  

In separate interview, Simon Gatwech Met Koryom questioned the leadership that exists in Juba and inferentially underlined that the atrocities were committed by Juba regime from 16-19 December 2013 on innocents Nuer civilians.  “Although things fall apart in Juba, now it’s time to find an amicable solution for this war.” Met Koryom narrated.

Meanwhile, Gajiok community has been mourning the death of more than 20,000 Nuer who had been killed in Juba. The commemoration started from 19-20 December 2014 in which Gordon Koang and Micheal Pal joined them.

Both [musicians] declared Salva Kiir as an illegitimate president and urged the International Community to closely monitor the crimes committed by him [Kiir] in order to get ready for International Criminal Court (ICC). 

The Chairperson for South Sudan Nuer Youth Union in Ethiopia, Mr. Koat Gatkuoth Thoat welcomed the proposal by Gajiok community for appealing to [the] Nuer community around the World to remain united and for the root cause of the conflict to be addressed by IGAD. Koat commented in public gathering at the second day of commemoration in Addis Ababa.

“Although the community had been hurt, we need to keep the spirit of unity among ourselves.” Mr. Gatwech Ruach Bol, a South Sudanese Canadian added.

Furthermore, Gatwech Tut who studied Peace and Security Studies at Addis Ababa University was among the attendants. He urged the warring parties to drop their demands and work for peace.

Godon Koang Duoth said that if this war is to be used as a tool for self-benefit, two things are luckily to happen. These are:

The regional war and punishment from God - on those states who are responsible to calm the senseless war, but silence while kids, women and elderly people die every minutes in South Sudan. “We, as musicians need nobody to die. We neither need Riek Machar nor Salva Kiir to die, but we need Kiir to resign for peace to come”, the King of Musician Group represented by Gordon Koang finalized.

Both warring parties are progressing on the negotiation table in Addis Ababa in which their discussion trapped on the position of two ministries and control of the armies’ forces during the would-be Transitional Government of National Unity.

Finally, the Head of Security and Organizing Committees for the Commemoration Day, Gatwech Hoth Wal appreciated his friends who voluntarily work during the last two days and Gajiok community for commemorating the December 15 Nuer massacres. “You mad it! The days were calm, clear and safe”, Hoth Wal said.

US Removes South Sudan from its ‘Trade Benefits Program’

Washington, DC, December 23, 2014 (SSNA) -- The government of the United States has on Tuesday issued a presidential proclamation, removing the Republic of South Sudan from its trade benefits program, Reuters News Agency reported.

The presidential proclamation did not mention any reason as to why the US chooses to drop South Sudan from its duty-free trade program.

The move, which is set to take effect on January 1, 2015, comes more than a year after fighting erupted in Juba in Mid-December last year.

It is unclear what triggers the latest move by the main backer of the young nation.

However, the US has in the past issued threats of economic sanctions against individuals who stand in the way of the ongoing peace talks in the Ethiopian capital, Addis Ababa.

The United States also said it will support looming sanctions against South Sudan currently under development by the United Nations Security Council (UNSC).

Earlier this month, U.S. Ambassador to the United Nations (UN), Samantha Power, met face-to-face with South Sudanese Foreign Minister Dr. Barnaba Marial Benjamin and told him that Washington is ready to support UN mandated sanctions against Juba.

December 23, 2014 (SSNA) -- People in El Fasher went to the streets in protest against the killings of eight farmers, reportedly by herders, on Sunday and Monday. One farmer was shot dead in Jedid El Seil area, north of El Fasher, when he refused to hand his crops to gunmen on Sunday, a witness reported. The source also told Radio Dabanga that a farmer, his two wives, and their sons were killed in Yadkun El Eish on Monday. "They were taking a rest after harvesting crops in the afternoon. Camel herders fired at the farmers after they refused to hand over their harvest. Seven were killed instantly, and five others sustained injuries." The wounded were taken to El Fasher hospital, where the news shocked people, a listener told Radio Dabanga from the capital city of North Darfur. The Governor claimed during a press conference on Tuesday that three men accused of one of the attacks have been arrested.

Meanwhile, large numbers of the paramilitary Rapid Support Forces have been concentrating in an area between El Fasher and Shangil Tobaya since Friday. Multiple sources told Radio Dabanga that also militia forces in more than 100 armoured vehicles arrived nearby, south of Tabit. "Their arrival has led to a mass displacement of people in the area," a villager said. "Almost all of them fled towards Tabit, Shangil Tobaya, and Zamzam camp near El Fasher." Other witnesses claimed that troops of the RSF contingent attacked two villages near Tabit on Friday at noon, and that they beat and robbed residents. 
Tabit area has been the battlefield between several rebel movements and militia. It also was the scene of a mass rape of many women and girls, reportedly by Sudanese soldiers, on 31 October this year. The reports have raised international calls for independent inquiries into the allegations. Sudan, however, refused the Unamid permission for a second investigation in Tabit, and has requested the UN-AU peacekeeping mission to prepare an exit strategy for the region.

Detained Sudanese lawyer taken to hospital

Faroug Abu Eisa, chairman of a large alliance of Sudanese opposition parties, was taken from prison to a hospital in Khartoum on Tuesday after his health deteriorated. He and civil society leader and human rights lawyer Dr Amin Mekki Madani have been detained and held incommunicado by Sudan's National Intelligence and Security Service (NISS) since 6 December. Meanwhile, Khartoum security forces attacked members of the Sudanese Democratic Lawyers who were holding a sit-in against the detentions on Monday morning. Five people were detained. One of the lawyers, Amal El Zein, told Radio Dabanga: “After we had gathered in front of the court at about 11 this morning, security forces surrounded the area, and prevented colleagues to join us. We ran away after they began to beat us.”

The two prominent figures were detained inside their homes in Khartoum after their return from Addis Ababa, where they had signed the Sudan Appeal with the SRF, an alliance of the main armed rebel movements, and the opposition's National Umma Party. The European Parliament passed a resolution on Thursday, condemning the detentions, including those of Farah El Agar, a legal consultant of the rebel SPLM-N who was also detained on 6 December.

Abu Eisa's health deteriorated after he and Dr Madani were transferred to Kober prison on Monday. "My father has lost a lot of weight caused by solitary confinement for more than two weeks," daughter Nahla Abu Eisa told the press in Khartoum on Tuesday. A NISS officer has notified the head of the defence team that they have filed criminal charges against the Sudan Appeal signatories, related to undermining the constitutional order, which is punishable with the death penalty.

December 24, 2014 (SSNA) -- We, the mothers under the South Sudan Women General Association wish to share with the people of South Sudan our stances over the crises that have engulfed our country over the past one year. In our last year’s Christmas message, we had called on all parties to cease hostilities and bring peace to the people of South Sudan without delay. As mothers of this country, we have been very devastated by the ongoing conflict as we have always and are still the top losers. It has become abundantly clear that we are the producers of the raw materials of wars since our children and husbands are the ones that die in any conflict!

We are therefore, in the name of God and of our mother land, South Sudan condemning in the strongest terms the endless suffering of our children, women and men after the independence of our country. The conflict our country is being consumed with is senseless and must be stopped immediately. We call upon the President of South Sudan, H.E. Salva Kiir Mayardit and all the parties involved to hear our calls and put down all the arms for the sake of peace in our young country. We also call upon Dr. Riek Machar Teny and all the members of the SPLM/A-IO to listen to our voices and see the suffering of our people.

So far, we thank H.E. the President of the Republic of South Sudan for making progress in the on-going peace-talks with Dr. Riek Machar and SPLM/A-IO in Addis Ababa. We hope that the steps taken so far are a great milestone towards bringing peace to the people of South Sudan. We also appreciate the efforts the UN is doing in protecting the lives of women and children in their camps across the country. We urge all humanitarian agencies to continue responding to the humanitarian needs of our people as the government and SPLM/A –IO try their best to bring long lasting peace to our people. We also call upon the Secretary General of the United Nations, H.E. Ban Ki-Moon, President Barrack Obama of  USA, IGAD, AU and all the leaders of the world, to continue supporting the on-going peace process such that the people of South Sudan are save from further and unnecessary suffering.

It must be known that the conflict in South Sudan has taken a bigger toll on women and children, especially the girl-child. It is unfortunate that the conflict took place just at the end of 16 days of global activism against gender based violence, hence,  the victims and vulnerable groups that were being emancipated from such inequalities are now the victims of rap, hunger, diseases, and all abuses of the politically and ethnically motivated war. It is therefore with deep regret that we are seeing our beloved country South Sudan, destroying the few survivors of the struggle and the fruits of independence in such a senseless conflict.

Finally, with motherly tears and broken hearts, we are once again condemning the continued violation of cessation of hostilities and we are calling upon all parties to immediately cease any military confrontations and bring peace to the suffering people of South Sudan during this Christmas festival. The Women of South Sudan need nothing else but peace and stability for Christmas and New Year…!

May we all have a peaceful Christmas and a happy New Year 2015.

Tension High in Kakuma Refugee camp as Refugees Refused to Welcome Pastor Rev.Peter Gai Lual

December 24, 2014 (SSNA) -- According to an eye witness who is also a young patriotic who took refuge in Kakuma refugee camp (Zone 5) describes the tension between the Rev. Gai Lual loyalists and the rest of believers who declare not to receive anybody who support the filthy regime under President Salva Kiir Mayardit as high.

"The tension is very high up to now, congregations have split into two groups those who support Rev. Peter Gai Lual the Moderator of Presbyterian Churches of Sudan (P.C.O.S) and those who refuse to attend the services headed by somebody who supports a dictator to rule (He Gai Lual)" say the witness.

The source believe that youths who serve as Choirs from the church are all mobilized and put on alert by some group of Pastors and elders including deacons who are headed by the Pastor in charge Rev. Peter Gony Yach and Captain choirs Mr.Majak Chot Khat as the ring leader who will face any threat from any group of youths who want to disturbs the Moderator as he celebrate the Christmas day.

"The man of God Rev. Gai Lual have forgotten the ways of teaching and preaching the words of God since he decided to support the government who killed and molest more souls last year in Juba" said little girl who serve a Sunday school in Presbyterian Church of Sudan.

"Gai Lual is not our moderator anymore, because he Gai condemns the resistance forces in Bentiu went the mighty freedom fighter force the dictatorial warriors to evacuate the town" shouted one of the youth who react out of anger….

We need good pastors who fear God and fear humanity we don’t need pastors who bribe youths to go back to the same government who massacre them …..

1. Pastors should keep their tongues out of political strife because they are directors of life.

However, through the ages we has seen nations rise and fall, flourish and decay, so we need to play a good role as consultants, an advisers, even at times a referees. Needless to say, we need to improve on our own leadership, too, at all levels.

The Church needs to talk to other faiths. In our African situation, first of all to the heirs of tradition who honour the ancestors, then to Jews and Muslims, Hindus and Buddhists, and to secularists who are not without morality and values either. Any tradition with reverence for the Creator and/or positive community values needs to be respected by the State as a constructive force.

We need honest leaders, men and women who “do justice, and love kindness, and walk humbly with their God” (Micah 6:8). This will show up in their deeds, not in dressing up in church uniforms. Only citizens happy to serve in a lowly position will give us leaders who remain humble even when they have reached the top.

This workshop training will be held on Saturday, 31th January, 2015 in Omaha Nebraska.  

As our country is currently facing a severe leadership failure in the hand of a genocidal incompetent president, we the SPLM- Resistant Movement have to make sure we train our cadres and ourselves so that we lead the Federal Republic of South Sudan by uniting all tribes, deliver basic services and development to the people. We must bury totalitarianism, corruption and nepotism in all forms.

South Sudan Government Peace Talks Secrets Exposed

Juba, December 28, 2014 (SSNA) -- South Sudanese President Salva kiir Mayardiit on Sunday (South Sudan time) convened a secret national security meeting with his top government officials, the South Sudan News Agency (SSNA) has learned.

Kiir and heads of his security bureaus discussed ways to deal with any resistance; the alternatives include systematic suppression of media, government critics, and opposition groups, among others.  The conference also chooses military option as the only viable mean to defeat the ongoing rebellion if rebels reject government peace offer.

The meeting, which was chaired by President Kiir, attended by senior military, intelligence, and security officials was held at J1 headquarters of the SPLA and lasted for more than four hours.

During the meeting, President Kiir talked about the importance of having a strong security agency, and quickly brought up the name of the internal security as an example.

After the gathering, a four point’s resolution was then passed.

In the declaration, the Internal Security, a branch of South Sudan’s National Intelligence must closely work with the Ministry of Interior to crash what they described as “internal dissents”.

Gen. Paul Malong Awan, the Chief of Staff of the SPLA-Juba was tasked to deal with the ongoing rebellion including any external threat. Gen. Malong is also instructed to work with few unnamed Ugandan military officers and to not sleep until the rebellion is crashed.

The resolution further disclosed that South Sudanese government will only accept peace if rebels agreed to Juba proposal and declared opposition demands unacceptable.

The national security declaration also asserted that if the anti-government forces and their political leaders reject government proposal, then, the only option is to defeat them militarily.

After the meeting was concluded, all the representatives of agencies in attendance were told by President Kiir to immediately implement the resolution, warning that any failure will not be tolerated.

South Sudan Foreign Minister Denies Drop in Oil Output

Khartoum, December 30, 2014 (SSNA) -- South Sudanese Foreign Minister Dr. Barnaba Marial Benjamin has denied reports that South Sudan’s oil production has dropped sharply due to the ongoing war in the country.

Marial who is now in Khartoum for an official visit to mark the 59th anniversary of Sudan’s independence was interviewed by the South Sudan in Focus and declared that the oil production has never stopped for one day.

"It's only the Unity fields where the workers were withdrawn because there was a threat of more destruction there, but the oil has been flowing.  It has never stopped for one day,” Dr. Marial told South Sudan in Focus.

“There is no fighting in the oil areas. The oil has been flowing since December 2013,” he added.

However, economists and oil experts disagree, stating that South Sudan oil production has fallen from roughly 250,000 barrels per day to 160,000 barrels per day after the war broke out, according to the United States Energy Information Administration (USEIA) website which was quoted by the Voice of America.

The government of South Sudan depends heavily on oil revenues and many regional experts warned that the young nation’s economy could collapse without warning.

The price of crude oil has plummet, forcing the government to look for ways to finance its war against the raging rebellion.

In May 2014, South Sudan borrowed $200 million from a Chinese company and delayed repayments on domestic loans, putting the young nation’s economy viability into question.

December 31, 2014 (SSNA) -- Out of the dozens of Darfuri students who were detained during a security raid in Khartoum on 22 December, 66 were brought to trial at a criminal court on Monday. They are charged with violating public order and jeopardising public safety. Police forces had stormed a meeting of the Darfur Students Association at the University of Bahri one week ago, where the eviction of a number of Darfuri students was discussed. Students were reportedly beaten during the raid, and a total of 77 were detained. The majority of the cases is postponed for a week, defence lawyer Jibril Hasabo told Radio Dabanga, owing to the absence of the prosecution and lacking statements by witnesses. 

After 33 students from Darfur were expelled from Bahri university last month for not paying their tuition fees, and the university banned the wearing of African dress, the situation became tense. Students reported to Radio Dabanga last Wednesday that security forces have begun to inspect public transport. “They search the buses for young people of Darfuri origin. Any young person suspected to come from the western part of the country, is picked out.” On Thursday, three university facilities were torched by student members of the ruling National Congress Party, who were “supported by security and police forces”, students claimed. 

In Sennar state in eastern Sudan, dozens of students were injured, and more than 100 detained, on Friday and Saturday night, during security raids in the students’ dormitories. A student of the University of Sennar reported to Radio Dabanga that most of the detained were released, “except for 26 Darfuris”. “It appears to be a direct and systematic, racist attack against Darfur students,” the chairman of the Darfur Students' Association in Sennar commented.

Last year, in November, Sennar University evicted a number of Darfuris when they could not afford to pay registration and tuition fees. Earlier this year, Darfuri students at the universities of Babanusa and West Kordofan were expelled. In March, a Darfuri student of the University of Khartoum was killed, and dozens were wounded in a security raid.

Renewed bombing in Tawila, militia reinforced in North Darfur

Residents of Tawila locality and Kabkabiya town in North Darfur are living in great fear, as large groups of paramilitary Rapid Support Forces (RSF) settled in the neighbourhood. The Sudanese Air Force continues to bomb the area between Tabit and Shangil Tobaya. “Government jets started bombing the areas near the villages of Dady, Khor Mali, Sabi, and Fanaga at 1:15 pm on Tuesday,” a villager reported to Radio Dabanga from Dady. He said they did not receive reports about fatalities among the villagers, however, more than 40 cows were killed. People in the area are terrified by the ongoing bombardments and the proliferation of troops of the paramilitary RSF, he added. “Many have fled their villages, and have become newly displaced.” On 19 December, the first contingent of RSF in more than 100 armoured vehicles arrived at Wadi Marra, south of Tabit. Their arrival was accompanied by air raids. The following days, more militia troops arrived in the area. Khor Mali village, west of Tabit, was hit by air raids last Sunday, a listener reported.

An eyewitness revealed that RSF troops ambushed a commercial convoy near Terbo, Tawila locality, on Monday. They seized two lorries, and took reportedly 60 passengers with them to an unknown destination. “The driver of the third lorry, the one I was in, accelerated, and we managed to escape.”
The Darfur Displaced and Refugees Association has warned the people in Darfur, South Kordofan, and Blue Nile for the military “dry season offensive”, announced by the Sudanese government. Spokesman Hussein Abu Sharati urged all displaced farmers to immediately return to their camps. He claimed that the government troops will target villagers instead of the armed rebel movements.

Thiang Nuer Youth Association’s Commemoration and New Year Message

December 31, 20014 (SSNA) -- December 15 -16 2013 will go down in South Sudan’s history as respective days on which the contemptible Government in Juba had ignited the current an unnecessary civil war and on ethnic basis started a door-to-door slaughtering innocent civilians indiscriminately. The Thiang Nuer Youth Association (T.N.Y.A) was the first Association in December 2013, which condemned in the strongest term possible the carnage, in cold blood, of innocent Nuer civilians in Juba. We are, however, still condemning the so-called Juba Government’s continuing malicious/fatal activities; like what did happen last week in Bentiu (where 10 civilians were allegedly killed while crossing to Sudan) as well as in the northern part of our home county, Fangak’s Phom el Zeraf.

Therefore, the Thiang Nuer Youth Association (TNYA) has marked the 15-31 December 2013; plus the year 2014 as evil year brought about by the very contempt leadership in Juba. From mid-December 16 2013/2014 were the days and year in which over 20,000 unarmed Nuer innocent Civilians’ brutally slaughtered in their homes residents in Juba. So, if there is a point at which the South Sudanese people in general or the Nuer nation in particular would say; today, the war was started in Juba and tribally-motivated: it had to begin and ends here. We are in deep sorrow to mourn and will continue to commemorate our innocent people; we didn’t burry ourselves, however buried by the killers but in mass graves around Juba city.

The over twenty-thousand (20,000) Nuer civilians who innocently lost their lives in Juba, Bor etc, to the best of our knowledge, never did anything wrong to the Government in Juba. Instead, they were among the very South Sudanese people who anonymously elected the Government into offices in 2010 and overwhelmingly also voted for South Sudan’s Independence in 2011, Juba enjoys. Anyway, the Nuer Juba Genocide was fist commemorated last year 2014 worldwide by all patriotic South Sudanese people.

We can, therefore, congratulate these patriotic South Sudanese who have, with their all souls, joined the Nuer nation in mourning the death of such a big number of civilians.

Nationally, the mid-December 2013 crisis that has also been on; for the last entire year of 2014 didn’t only killed civilians but also destroyed infrastructures and the good reputation of the country. This is true, if a Government, any Government on earth, radiate a little or has no interest in bringing peace to the nation every thing can be trying but eventually end up in vain.

Even now, it is obvious, that the year 2015 will also be a monotonous grind year as 2014 unless a divine help could come from heavenly Father. However, the Thiang Nuer Youth Association would like to pray for the South Sudan Almighty God to quickly touch the heart of President Salva Kiir, as He (God) put in President Basher’s heart in 2005. And we wish all South Sudanese people a happy and prosperous New Year 2015.

Lou Nuer Youth in frontline welcome the disclosure of Government’s secret by its top official in Juba

Addis Ababa, December 31, 2014 (SSNA) -- Lou Nuer Youth in frontline expressed their gratitude to Hon. Rachel Nyadak Paul, a South Sudan’s Deputy Minister for Information and Broadcasting who revealed to the press that South Sudan Government plans to launch new offensives in Lou-Nuer Areas, Jonglei State.

Ms. Rachel Nyadak Paul, who represents Lou-Nuer’s [Uror County] in Salva Kiir’s government, said on her official account on social media that, the youth must allow the “constitutional army from entering Lou Land next week”. She also accused the rebel leader and his wife for mobilizing the Lou Nuer Youth and urged the youth to either choose to died or surrender their weapons if resist to fight the Government.

Speaking on the satellite phone today from Uror County, the head of overall command for Lou Nuer White Army Mr. Bordoang Leah appreciated the roles played by Hon. Rachel Nyadak Paul for informing her beloved Lou Nuer Youth to stay alert for the attack from Juba Government led by president Kiir. “I really appreciated Hon. Rachel Nyadak for revealing the Juba’s secret, I know she is there (in Juba) for reason.” The White Army commander said on satellite interview with media.

Moreover, Dak Kueth, a self-claim prophet has also affirmed his happiness to Ms. Paul for the important and appreciable revelation by the deputy Minster. “Thank you indeed for the job well-done, this is a true sign of being a real citizen to this community of Lou Nuer.” Prophet Dak said online from Uror.

Meanwhile, some youth leaders in Nyirol and Akobo Counties, Mr. Wie Bol Bipal and Mr. Bol Chuol Yakuach respectively expressed their happiness on the secret disclosure by the Deputy Minister. Instead they urged the Government of Juba to honor the cessation of hostility, which was recently signed between the warring factions in Addis Ababa, Ethiopia.

In separate interview, one of the highest officials for rebel faction who prefers to talk in condition of anonymity said that the Government must respect the truce. “We will never attack the government, but we must fight for self-defense if Juba attacks us.”

The conflict has been in hot spot for a year with low pace from IGAD while other Countries including TROIKA are pushing for possible sanction on the warring parties.
