Nuer Youths Union in South Sudan: We honor and thank the outgoing head of the United Nations Mission in South Sudan, Ms. Hilde Johnson

Press Release—For Immediate Release!

July 3, 2014 (SSNA) -- As her term end draws closer, just near here around the corner with only hours to go. We, the Nuer Youths Union (NUYU) in South Sudan would like, in this statement, to register our honor, thanks and appreciations to the outgoing UNSG’s special Representative in South Sudan, Hilde (aka Nyatehka) Johnson for the tremendous job well done. This statement will briefly centered on instrumental roles Hilde had played, before and after Independence, undeniably for the betterment of all South Sudanese people and how UNMISS under her impartial leadership saved the lives of Nuer Civilians after 15 Dec, 2013. This is our first farewell press statement in an honor to Ms. Hilde Frafjord Johnson. Saliently, to start with, Ms. Johnson actively and personally participated in processes led to the former Sudan’s Southern regional Comprehensive Peace Accord (CPA) signed on 9 January 2005, in Niavasha, Kenya.

We can brilliantly acknowledge that she, H. Frafjord Johnson in her capacity as Norwegian’s foreign Minister by then, was among the Southern Sudanese’s International—Western Helpers who exerted remarkable efforts on Khartoum in order to negotiate what South Sudanese people wanted. Indeed, she diligently as Norwegian official, in charge of foreign issues and other influential dignitaries from developed countries like UK, France, the US and Canada, had to midwife the CPA.  The today hijacked Republic of South Sudan as well, thereafter had to midwife by the same Western successful politicians including Hidle Johnson. This is memorable good thing Ms. Hilde Johnson had done to South Sudanese as a country. Again, when the UN’s Secretary General, Mr. Ban Ki-moon appointed her as his Special Representative in South Sudan on 8 July 2011, she also ethically started nursing the new born child “The Republic of South Sudan”. Ms. Johnson did not just nurse the Child and sat in the office idle.  She speedily, however, embarked on showing the new born Child leaders how  post independent or post—war traumatic obstacles could be purposely avoid.  All these were for South Sudanese people to preserve unity in diversity among different ethnic groups in the country. That is, literally, to mention Ms. Hilde Johnson had been a peace—broker and really done her part in seeing to it that South Sudan after independence become modern and progressive like any other countries in term of styles and peaceful. The UN and her personal advices on how to avoid this unspeakable present chaos could widely be heard in South Sudan.  These above sentences are the significant features which in brief manifested Johnson’s pivotal roles that she had played before and after CPA.  In the post Independent issues either and all those achievements she has been doing all along.

On 15 December 2013 South Sudan embroiled in a deadly political violent which caught our dismay, when it turned against one ethnic group.  The Nuer civilians brutally killed in Juba for an obscure reason.  In that first black days, started on Monday 16 Dec through 17, 18….20th Dec the innocent civilians who were stranded in their houses or just try to hide around unhide able suburbs of Juba city.  Where they were susceptible to death and lost thousands lives as a result of knowing nowhere to go or get safety. Most innocent Nuer elderly, children, women and civilians who lost their lives didn’t actually know where they could get safety in the first week of that indiscriminate conflict.  While those who knew UNMISS compounds had been block by well armed hunters.  How to reach UNMISS camps wasn’t only so difficult but also deadly routes. This is how Nuer could lose over 20,000 people to the national special organized forces. Hence, if there are to be survivors of Nuer civilians the world can see today in Juba UNMISS IDPs camps, Bor, Malakal, Bentiu as well as other areas, must be because of UNMISS, under Hidle Johnson who wasted no time but quickly took responsibility of protecting civilians.  When, Hildle swiftly instructed the UNMISS to open its doors for all civilians, the Nuer, who were being hunted like gazelles in the forest by those murders.

Accordingly, as they were ordered, UNMISS’s conventional forces took up their jobs by protecting vulnerable people. The UN civilians’ vehicles or buses were decisively and responsibly deployed to fetch any vulnerable civilian found stranded in Juba NINE main suburbs and other three states of Greater Upper Nile. In Juba alone within that very short time, over twenty thousand innocent Nuer people increasingly counted to have lost their lives. Therefore, that is why we can say, the survivors now in Juba UNMISS’s IDPs camps and elsewhere are still alive there because of Ms. Hidle Johnson.  For this obvious reason Ms. Hidle Frafjord Johnson has been (nicknamed) given a new name “Nyatehka” by this Union, the Nuer Youth Union (NUYU). “Nyatehka” in English literally translates as a “daughter—girl of peace or a lady whom managed to save the lives of people from what kills them”.  So, the first name, Hidle is changed and famously now known by the Nuer people she saved as Ms. Nyatehka  F.  Johnson. Thus, in any conversations about her, Ms. Johnson, you can hardly now hear them, the Nuer people, saying Hidle F. Johnson.  When referring to Hidle, we say Ms. Nyatehka F. Johnson. Moreover, we are calling upon Ms. Frafjord Johnson to accept the new name given to her by our community, the Nuer. Frankly speaking, the NUYU is not all that happy to have Nyatehka Johnson changed as UNMISS mission head/leaves the country by 9 July 2014. It is only because UN is a global body with fixed rules and periodical term limit given; otherwise, NUYU and South Sudanese people would have requested Mr. Ban Ki-moon, the UN’s Secretary General to have Ms. Johnson’s term in office renewed as South Sudan UN mission head.  Shockingly, on 17 April in Bor’s UNMISS protection site over three hundreds (300) Nuer civilians in front of the world were murdered and slaughtered by the same organized forces.  We never call that an UNMISS’s total failure to protect vulnerable civilians but we termed it as one of the sitting megalomaniac leader’s circumvents.

In conclusion, we would like once more to reiterate our thanks and appreciations to UN Mission in South Sudan under the successful and impartial leadership of Ms. Nyatehka F. Johnson for those splendid achievements.  We can also compliment all UN staffs for their being consistently cooperative to Nuer Civilians under UN protection sites.  Squarely, to the UN military forces battalions and police who have been valiantly protecting our families members, mothers and children in UN bases over the last six and half months, across the country. We also want, gladly, to extract from the bottom of our hearts, endless appreciations to reach all UN humanitarian Agencies and International Non-governmental Organizations (NGOs) for having been relentlessly helping our community in relieving it from horrific situations of deadly diseases and starvation. We counted all these successes on Ms. Nyatehka Frafjord Johnson’s tenure in UNMISS’s top Office worth remain mandated if..!. We wish peace had returned to the country earlier, months ago, for we, the Nuer Youth Union (NUYU) would organize national farewell celebrations in an honor to the UNMISS’s outgoing Chief, H: E Ms.Nyatehka Frafjord Johnson in the National flat form.  Anyway, Ms. Nyatehka F. Johnson can stay blessed!

July 4, 2014 (SSNA) -- The Malual Community Association’s Technical Committee, Members, Elders, and its Religious Leaders are here to thank and congratulate Former Ambassador to the United States of America Amb. Ezekiel Lol Gatkuoth for his bold and courageous decision to join SPLM/A-in Opposition-Resistance movement led by Former VP of f the Government of the Republic of South Sudan Dr. Riek Machar Teny Dhurgon. Ambassador Gatkuoth declared joining the SPLM/A-in Opposition on June 30, 2014 in Addis Ababa, Ethiopia. On the day of his declaration to the opposition in Addis Ababa, Ethiopia, stand beside him were two great Generals from Greater Upper Nile, General Chaiyot Manyang Wur and Brigadier General Khor Chuol Giet. This was a historic movement for the Greater Malual Community, Upper Nile, and South Sudanese people in general who have been terrorized and victimized by President Salva Kiir Mayardit’s regime during the wake of South Sudan crisis.

The current crisis in South Sudan which President Salva Kiir himself instigated on December 15, 2013, by attempting to eliminates Dr. Riek Machar and his colleagues from South Sudan’s Political scene, was a lack of political will and a failure of leadership. As a result, it tragically plunged the whole country into state of chaos. By all counts, President Kiir miserably failed the country since he assumed the leadership of SPLM party and right upon by the time he led the self-government which its mandates brought by the Comprehensive Peace Agreement (CPA) signed in 2005 between the government in Khartoum and the SPLM/A. South Sudan gained her independence on July 9, 2011, as a result of overwhelming Referendum vote of 98% by South Sudanese people. The death of charismatic Leader, Dr. John Garang De Mabior, left Salva Kiir Mayardit not knowing what he should do to transform the country politically, economically, and socially. His failure to transform the country as a result, decided to divide the country regionally and ethnically to continue hold on power in a form of a dictatorship.

Ezekiel Gatkuoth was detained for 130 days along with his SPLM Colleagues and Political Leaders, later known as G-11 with the exception of two home arrests and three leaders who escaped and ran for their dear lives. The G-11 and the other 5 members, namely Pagan Amum Okiech, Deng Alor Kuol, John Luk Jok, Kosti Manibe Ngai, Gen. Oyay Deng Ajak, Gen. Dr. Majak D’Agoot, Gen. Madut Biar Yel, Gen. Gier Chang Aluong, Governor Chol Tong Mayay, Dr. Cirino Hiteng Ofuho, and Amb. Ezekiel Lol Gatkuoth together with Dr. Riek Machar Teny, Madame Rebecca Nyandeng De Mabior, Taban Deng Gai, Dr. Peter Adwok Nyaba and Alfred Lado Gore. The 12 detained were arrested a day after President Kiir ordered his presidential guards commander Marial Chanuong to disarmed Nuer presidential guards in the Tiger Battalion at Gudele Barrack. 

Ambassador Ezekiel Gatkuoth was detained together with his Comrades on December 16th 2013 a day after a false Coup D’état’ was announced by President Kiir, and they were remained in detention until April 24th, 2014. Later on, 7 were released on bail, and the 4 remained in detention were dragged to Kiir’s Kangaroo court, charged with treason and many other charges, all carrying a death sentence as it was announced on South Sudan National TV by the current Government of South Sudan spoke person and Minister of Information Micheal Makuei Lueth. When asked what is going to happen to the arrested? “The charges carrying Life in prison, or a death by hanging” said, minister Lueth.

As we know what we know now, the whole world denounced there was no Coup D’état’ attempted by the SPLM/A leaders. An estimated 10,000 killed in Juba and other affected areas now estimated to be 50,000 killed, and 1.5 million of people internally and externally displaced. The world and the regional leaders have tried their best to restore peace and stability in the country by approaching the two warring parties to come to the table and result their differences. On January 23, 2014, cessation of hostilities was signed. Another document was signed on May 9, 2014 by President Kiir himself and Dr. Machar the leader of the SPLM/A-in opposition. But, President Kiir still expanding the war, attacking opposition positions in a hope that he will get a better deal in the negotiation table. Expanding the war is delaying tactics for Kiir and his regime to continue waging war which he is not going to win militarily. Kiir and his regime thinking that they are waging the war against the SPLM/A-In-Opposition but he is killing innocent civilians who are not interested in his pursued of senseless war.

As a community among South Sudanese Communities, we call on all peace loving South Sudanese communities as a group or individually to take the example that was taken by our Former Ambassador to the United States, Comrade Ezekiel Lol Gatkuoth to join brothers and sisters in the SPLM/A-in Opposition and join hands to denounce President Kiir and ask him to step aside and give peace a chance. Greater Twic East Youth in USA response to recently released article by Jangdit Dengajok

United States, July 5, 2014 (SSNA) -- Before we start to response to that article, we would like to inform our Twic East Community citizens living in our motherland of South Sudan to be watchful, and often be attentive wherever they are in South Sudan and/or around the world. We don’t want you though, our people to go panic but just to be vigilant all the times wherever you are and your people are over currently on going conflict in our new nation. We know you our people for your unresolved character that always go along with any situations through calm of maturity and self-control.

To start with, the main purpose of our press here is to reply to recently article posted on PaanLuel Wel Blog titled: “The death of the Greater Bor vision” By Jangdit Dengajok, Australia.

We decided to reply to that categorically or strictly avail press to tarnished our Twic Dinka community in eyes of Dinka communities and other South Sudanese’ communities. In our views, the article was totally about wishful thinking, wish-hunt or scapegoat plans against our decent community and its intellects.

In that article, there was no surprised to us though when it comes to Rebecca Nyandeng, the wife of our son and the most prominent hero of South Sudanese and Sudanese was painted by Bor County citizens that, she has authorized Nuer or rebels to attacks Mading Ngeth Angok or Bor County area. This claim is 100% lies we historically been known from our neighbor, and we have taken it as usual patterns of well-known behavior to us the Dinka Twic people. Apart from that, our people you have to know that the Greater Bor Community has painted Greater Twic East Community people as rebel to President Salva Kiir Mayardit government. The baseless accusation whom we the Greater Twic Youths don’t considered the unfounded claim at all but an ordinary political motivated allegation that was spoken out anyhow as a result of politics’ fever from our counterpart.

The only thing we know about our opponent, they are the one running our new nation of South Sudan in such a way we categorically don’t believe our new nation is actually being ran by President Kiir in whatsoever. In our guts’ views, it is look like our government is being ran by Bor County politicians, especially people like Michael Makuei Lueth, etc. Here are some of our few points to proves our many claims in whatsoever: (a) Some of Bor County citizens often say, “Kiir Mayardit was appointed to that post of Presidency by Kuol Manyang Juuk” and that claim alone might be one the reasons why they (Bor County politicians) been able controlled the Administration essential positions (b) Secondly, they (Bor County Citizens) are just scare of Dinka Twi through presumption that the Greater Twi Community will take away the government in which they believe they have dominated from top to bottom. Twi also has transparency, fair, good hand of distribution, unselfish in which they don’t have in their leadership style historically. These few of many reasons Bor Dinka people often fear of Twi Dinka people presumably. Through that suspicious of theirs, it did open door to smear our Greater Twic East Community in eyes of Greater Bhar el Ghazal Dinka in gossiping styles of tagging Twi Dinka people as a rebel and then from there the Dinka Bhar el Ghazal people be able to wipeouts the Dinka Twi East people in their behaves. Without doubt in our minds, everything been saying by Michael Makuei Lueth and alike from Bor County was political strategically against innocent Twi people move but thank God our brothers from Greater Bhar el Ghazal Dinka didn’t act the way they have planned it.

In that article too, the author has started that, “Dinka Twi East people want to overthrow an elected government of President Kiir Mayardit basis on our community power seeking.” What a joke! Through what way we would be able to over throw an elected government of South Sudan according to our believe but for them, the President was appointed to that post by their son, Kuol Manyang Juuk as quote magnify it below, “President Kiir Mayardit was absolutely appointed by Kuol Manyang Juuk who is from Bor County to Presidency post without being elected by South Sudanese citizens.” That claims is one of the many reasons why people from Bor County have totally controlled South Sudan’s government as well as Jonglei State’s government.

Unfortunately, right now everything seems to be going southward in speedy pace against their controlled opportunity within South Sudan’s government. At the movement things have changed quickly or wild within short period of time then our opponent anticipate it this soon.

Another point we want to make is concerning reliable sources of information from one four detainees during interrogation by prosecutors who were led by Mayen Oka from Bor County. During an investigation, the former Ambassador, Ezekiel was asked, “why the White Army or rebels didn’t attack Greater Twic East and Greater Duk Areas instead of Greater Bor Area or Bor County?” The former Ambassador just reply, “he doesn’t know what the investigator talking about” and says, “he doesn’t know.” Over the investigation, Hon. Majak was totally smeared by them that, “he was having contact with some military personnel at Bilpam whom they said those military personnel were from “Greater Bor.” What a shameless claim? For what we know about this controversial theme was to promote their name, “Greater Bor” as they usually do. Plus they (Bor County) are having their own military, even some of them are being trained now to encounter Twi Dinka and Duk Dinka now or in near future, the communities they described as being rebels without creditable prove. Also this has some connections to an ideal of alienating Twi Dinka politicians and their community at large but God of truth always there for Dinka Twi people because their wishes others against us will fail terribly. We are being hate by them basis on our good traits of honesty, hospitality, humble, good distributor of everything fairly, fair and balance leadership we historically owned within Dinka communities or sub-tribes. Other creditable sources have cited that, “Hon. Rebecca Nyandeng was under house arrest by Michael Makuei and alike without any consent from President Kiir Mayardit.” The reason why our intellects been the main target of smear campaigns in President Kiir leadership is due to their natural abilities of leadership and also their creditable work ethics. Particularly, both Rebecca and Dr. Majak are qualifies to either SPLM/A Headship or Presidency post through democracy way. Jealousy and envy are the main reasons. 

When attack carried out over two Payams of Twic East County, Jonglei State, South Sudan last year. We were not surprise at all about what our President said at funeral, “he says the defense military was from the area.” I will not interpret to public what we have decoded from this message though. Plus what many people have said about this from Bor County toward Twic East County. The refusal of UN peace keeping force and South Sudan military to Greater Twic East Area meanwhile the large troops were deployed in Greater Bor Area during Kuol Manyang governorship reign and continuously of his reign to Minister of Defense is there to be seen.

For us being a community who have many rainbow like qualities of fair leadership and its policies. Since the beginning of currently conflict in our new nation, we do perceive it as political disagreements and shouldn’t be categorized as being tribal conflict between two major tribes of Dinka and Nuer. It should have been done politically and not spills innocent for what we consider as small case.

Thus, it is unfortunately, the author has misrepresented Dinka Twic East people below in his article. The word (East) whom he has been talking about just emerged from the blue at the time of our son and hero of South Sudanese (Dr. John Garang) leadership reign over SPLM/A leadership, from 1983 until 2005 is totally deceitful contempt. Factually, the word, “East” been there for long time even before the SPLM/A inception in 1983. The use of “East/Eastern” and “West/Western” prefixes were put there long time ago to differentiate Greater Twic of Jonglei State and Greater Twic of Warrap State.  Without overdue our narrations, please check cited sources below:

Also, the author seems to be ignorant in his article by misspelling our name Twi/Twic as “Teic”. My friend that is not how our trustful name spells, that is another story for another day if we wnat to. Furthermore, in reality and also being supported by historical fact of Dinka Sub-tribes, the Dinka Twic East and Dinka Twic West are truly closer to each other in either Dialects, some Accents, Words, Heights/Tallest (Manut Bol from Dinka Twic West & Marordit from Twi Dinka East), lifestyle, etc. However, the author might be honest about Dr. John Garang seeking political affiliations from Dinka Bhar el Ghazal region 1990s. According to our interpretation, Dr. John Garang did so that due to Dinka Bor/Bor County majority did desert the movement over their resentments about their own son, Judge Majier Gai. “...but the emerged of “East” as the need of tribal identity by Teic to connect their political affiliation to those of the Dinka Bar el Ghazel had simply hijacked the use of Greater Bor.”

Historically, we truly know our neighbor whispering/gossiping behavior, and that why the author been trying so hard to character assassinated our innocent intellects as shown below. For us, this is just merely smearing campaigns by author. “... those Elites are today not a paying as much loyalty to president Salva Kiir, so there was(is) a bond of political friction and many of those politicians seeks sidedness to Kiir’s opponent.

Kiir tries his best by dissolving his cabinet and appointed only those are loyal so the developments may be progressive but it always ends up as a doom decision.” The author continues to misled public that our community did complain about Cabinet posts is just unfounded lie. We will considered that as being work of exclusive thought mind that have part in our government crisis. It might be part of our community attack because we believe inclusiveness. About our elites allegation of them being having friction with President Kiir is absolutely false smear against them. Presumption and generalization will not work.

There has been an allegation going around that, our Twic Community wants leadership from elected President is not only an irresponsible act but it is also political blunder movers by our opponent. The end meat is, it is not true at all because we Twi people don’t seek leadership through violent or/and through other ungraceful ways. If it is the case would be against our traditional customs and principles of government our selfish. Although we are known historical within Dinka sub-tribes for our undeniable fair leadership, again; we don’t have that desire to do in such. For example, when our son, Dr. John Garang takes SPLM/A leadership in 1983 he was elected to post even though it was a struggle leadership post. By not overdue our message, we want our enemy of deceit to stop nonsense and fixes the currently messes of our new nation. 

The following sentence of author, “ ... what I had watched recently when madam Garang only condemned the atrocities committed against Nuer in Juba but failed terribly to see the massacre in Bor plus other Dinka who lost their lives innocently in areas occupied by Nuer.” In our knowledge is misrepresenting or been taken out of contact in contrary to what Rebecca Nyandeng intentions was when she was interviewed by that news in earlier stage of currently crisis of our new nation. As such, Rebecca Nyandeng didn’t condemn the killing in that interview actually but she was telling the public what was actually gone wrong in Juba while she was there when incident happen. To us, she was honest about the situation as many people who were there truly know what happen in Juba on December of 2013. Also, the article owner has to know that, the massacre in Mading Town (currently Bor Town) of Thany Dinka didn’t happen yet when Hon. Rebecca Nyandeng being interviewed if we are actually recalled the true date of the attack. Furthermore, we believe that Hon. Rebecca Nyandeng didn’t order Nuer to kills Dinka people as an author been trying to blackmail the Founding Father hero widow. So we are not going to condemn Hon. Rebecca Nyandeng because she didn’t violate any of our Dinka Twi people value of honesty basis our knowledge. We would just take the accusation as an artificial element of dishonest enemy or blood thirties parasite of bad day. 

In regard to this part of article, “...using Nuer as a point of coming back to power if coup succeeded or rebellion toppled the ruling party or otherwise if the the Ethiopia agreement bears some fruits which in some individuals will absolutely bring some into power.” This point to us is totally another political scrutiny being waged against our decent Community of Twi by Bor Community. We will just take it as usual concurrent accusations like what Michael Makuei been saying to our community only in recent months, and not being said to other communities or sub-tribes like Malual Dinka (where Madut Biar, Dan Aturjong comes from), Agar Dinka (Where former Gov. Of Lakes State, Chol Tong Mayay comes from), Padang Dinka Communities (where Gier Chuang, Deng Alor comes from), Dhien Mathok, etc. These communities or sub-tribes of Dinka to us are having politicians with the same aspirations or politically motivated disagreements with President Kiir Mayardit, yet Michael Makuei and alike from Bor County didn’t paint them in generalization manner as it has been the case against Twi Dinka people only, basis on Rebecca Nyandeng and her son, Mabior political disagreements. What! Something is fishy about this, and our counter citizens from Bor County must have to apologies to Twic East County citizens over baseless accusations. Why? Because we don’t see the different between Rebecca Nyandeng and her son, Mabior from other politicians that will prevent their communities or sub-tribes being called rebels against President Kiir Mayardit leadership. Otherwise we the Greater Twic Youths demand Michael Makuei Lueth to paints other communities or sub-tribes if this labeling of our community of Dinka Twic East is not totally a wish-hunt or lies.

In addition too, there has been rumors going around lately that, Hon. Rebecca Nyandeng has intentionally told, “Nuer people or rebels to attacks Bor County people.” The Greater Twic East Youth in USA has condemn that nonsense allegation. We advise our neighbor community to takes political heat of the moment with ease, calmness and resolve like we do. Just get over it.

SPLM Colorado Chapter Defects to the Opposition, Denounces Kiir’s Government

Denver, July 6, 2014 (SSNA) -- South Sudanese in the state of Colorado in the United States have met this Saturday with Hon. Reath Muoch Tang, who was a Former MP in the South Sudan National Legislative Assembly to debate various aspects of the ongoing political crisis in the country and the fate of the world’s newest nation.

In a packed room, where the meeting took place, the South Sudan News Agency gained an exclusive access to the meeting hall where political shots were fired from every corner of the room.

The gathering was organized by the SPLM Chairperson Mr. Gideon Abraham and South Sudanese community leaders and Activists.

Hon. Reath Tang talked about the historical background of the conflict, how it began and reasons behind it. Many people asked Hon. Tang questions about the skirmish, what he thinks, and what can be done to find a permanent solution to the conflict. Heated debates were also exchanged, a small number of participants were critical of the approach between the two warring factions being used in peace talks in Ethiopia.

In the assembly, the participants discussed in length the brutality of the crisis and how the two warring parties should resolve their differences. The community members also noticed divisive ideologies that are being used by both sides of the conflict.

Again, the meeting was coordinated by the Chairman of the ruling Sudan people’s Liberation Movement (SPLM) party, Mr. Gideon Abraham with help from local South Sudanese Community leaders.

“You can disarm my people [South Sudanese] in frontlines, you can disarm them anywhere you want, but my people are well prepare and ready to fight for their rights”, Gideon Abraham warned.

“President Kiir started the problem and now it is going back to him”, he added.

Robert Odeki, an active community member who attended the meeting reminded the viewers about the importance of unity and lashed out at the government. He also stated that the people who are currently running South Sudan only care for themselves.

“[South Sudan] really needs change, and we need to understand the fact that…you know, our country has more than 60 something tribes. If we wanted to be a country, like what we have fought for before, then, we need to call ourselves only South Sudanese, rather than calling ourselves based on tribal lines, and rather than making appointments in the government based on tribal lines”, Robert Odeki said in the meeting

South Sudanese in Diaspora have been complaining of being treated unfairly by the government when they go back home to try to help develop their new country; some even called government’s employment policy “an anti-intellectual stance”, and Mr. Odeki has more to say about it.

“Our country is based on tribalism, nepotism, and nothing else. If you go from here with your degree, they will said we did not liberated this country with degrees, we liberated this country with guns”, Robert noticed.

Meanwhile, Thokhat Khor Wiu, one of the leaders in the community who helped organized the event took aim at President Kiir's policy, linking him (Kiir) directly to the December 2013 killings in Juba and urged all South Sudanese Communities to unite against Kiir’s government so that federalism can be attained.

“The great State of Colorado must join Dr. Riek Machar to defeat Salva Kiir and establish Federalism in the South Sudan. The Juba genocide which was committed by Salva Kiir himself and his body guards was one of the worse genocide which has ever been committed against the South Sudanese by any leader since the creation of the world. Kiir must go…we must work hard days and nights to stop Salva Kiir from killing more South Sudanese”, Thokhat Khor Wiu, told the South Sudan News Agency.

After the meeting was concluded, the SPLM Colorado Chapter Chairman, Gideon Abraham, asked attendees to stand up and come forward. After all onlookers stood up, the room was in silence, everyone was eager to hear what the chairman had to say.

In a few minutes, Mr. Abraham came to the podium, dropped his head down for about a minute then, dropped a bombshell.

“From today onward, I and my team have decided to join the SPLM-in opposition, our country is in critical situation created by Kiir. I am now officially announcing to you that I am no longer with Kiir’s SPLM”, Abraham declared in front of the mass followed by a thunderous applause from the audience.

Colorado has one of the biggest South Sudanese communities in the United States and politically active. Many South Sudanese politicians have visited Colorado in the past, including Former SPLM Secretary General Pagan Amum Okech, Ambassador Ezekiel Lol Gatkuoth, and many other high profile politicians.

The reason why, Nasir community Leadership in Victoria, Australia call upon all Nuer MPs from Upper Nile States to resign from Kiir Government is because he has killed our people and therefore, he is no longer a legitimate president of Republic of South Sudan for his directs involvement and organising a tribal army from his own state and carried out the massacred in Juba between 15-19th December 2013 by targeted only one tribe.

Nasir Community Leadership declared its support to SPLM in Opposition, because government led by Salva Kiir Mayardit is no longer a legitimate government that will bring peace’s in our Country.

Nasir Community also support the peace’s process initiated and hosted by IGAD and we have urged the rest of south Sudanese community to support the peace’s process.

A gain, Nasir Community Leadership in Australia, demanded the two warring parties to respect the cessations of hostilities agreement signed on 23rd January and 9th May 2014 between South Sudanese Government and SPLM in Opposition and fully support the implementation of this agreement.

President Kiir must step down in order to give South Sudanese people a chance to be a peacefully Nation again.

South Sudan Government killed thousands of ordinary Nuer civilians who neither have any political affiliation with government nor opposition, therefore the roots cause need to be addressed and those who are found alleged to be involved in to the killing of Nuer Civilians in Juba must face justice from both sides.

The killing of innocent unarm men, women and children from Nuer tribe indicated that Mr Kiir will never be accepted by the people of South Sudan to lead them again. If president Kiir claimed that he was an elected leader, why did he commit an atrocity against the people who vote for him? And more importantly, even though he was an elected leader, he has got no right to kill any ordinary citizen of south Sudan regardless of their ethnicities.

In this case, it is clear that President Kiir has lost trust and therefore he must step down for the sake of peace and stability in South Sudan.

And to restore peace and stability, President Kiir must go and federal system which will be inclusive and accommodate every citizen in South Sudan need to be installed.

Another important issue is to review South Sudan 2011 transitional constitution, so that each state in south Sudan will manage its own affairs with no or constitutional interference from federal government.

People of South Sudan need federal systems because it will address the roots cause of problem, killing of innocent men, women and children in Juba on15th December 2013, including corruption, tribalism and system of governance. It will also address the Lack of development in some states, distribution of wealth and deliver of Social services to all South Sudanese people.

Nuer MPs and Army Generals, it was very shameful seeing all of you involved campaigning for Salva who and executed his premeditated lies plan intended to terrorise Nuer off leadership aspiration and killed your people. We understand that, you are ,and will always be self serving leaders who don’t uphold moral responsibility ,corrupt in its all spectrum Hence the Great Nasir community ,you all know well, boldly mark your name in the Hall of ,and live with , shame for your entire life.

Individuals name like Hon-Gatwech Lam Puoch, James Kok Ruei, Simon Kun Puoch, Nguan Monytual, Gen-Hoth Mai, Gony Beliw, Charles Lam, Nyadak Paul and Dr Riek Gai Kok and the lists go on.

Some of those were educated in the West and should be more responsible, and aspire for good governance but elected to have done the opposite, hence should feel more ashamed more than anybody else and do so for your entire life not only that but for supporting a criminal man like Salva Kiir who never been in the classroom as student like you. He lacks working knowledge of structure and function of government and the complexities involved make him even more dysfunctional and confused.

The president uneducated, hence incompetent, he resorts to tribalistic system, receive tribal advise from illitrate kinsmen, understandably, he could easily comprehend and This means he could commit attrocities, and become corrupt like what he did, because he doesn’t know about the goodwill of the people,and he should govern for the people.

He was honoured for his seniority in military arms to lead the Sudan People Liberation Movement (SPLM) after the death of Late Dr John when the Comprehensive Peace Agreement (CPA) was signed between North and South Sudan in January 2005.

And again, he was honoured by his fellow comrades from Sudan People Liberation Movement (SPLM) to go for an election and won the big no without even campaigning in Sudan general election 2010.

Now he exploited the privilege, forgets his basic responsibility and instead declared war against the people of South Sudan who voted overwhelmingly for him. Again he dishonoured the trust and should voluntarily step down before shamefully forced downed by the masses of the south Sudan people.

From this time onward, it will be known in the history for some of the Nuers are selfish and betrayers and other s will be known for their bravery and can anytime put their lives at risk for the protection of their own citizens.

SSANSA condemns shoot-to-kill order for violators of curfew in Juba

Juba, July 8, 2014 (SSNA) -- We condemn the shoot-to-kill order for violators of curfew announced by minister of Interior of South Sudan on Monday. We consider the order as inappropriate as it can easily be manipulated to expose innocent civilians to the threat to death in the hands of law enforcement agencies.

“The order fundamentally threatens the right to life of all citizens. If it becomes absolutely necessary to have such a curfew, the government should amend it such that the penalty for violation of the curfew shall be an arrest rather than death. This would give an opportunity for suspects to defend themselves and allow the police to gather evidence to ascertain any guilt”. Said Robert Marial, A human right activist from Lakes State, Member of SSANSA.

This order was reported to have been issued by the minister of interior on Monday, July 7 in response to the rising level of crime and violence in the capital Juba. It stipulates that anyone found to have violated the 8:00pm curfew should be shot with the intention to kill. The minister was quoted to have said it was endorsed by the council of ministers the previous month.

“This order is illegal in strict sense because the constitution of South Sudan presumes every citizen is innocent unless proven guilty by a competent court of law. Much as, law enforcement agencies are allowed to use lethal force, such usage are normally a last resort and in extreme cases, where a suspect poses direct threat to life or serious injury of a law enforcement agent or people around. So, the mere fact that a person is moving at night doesn’t pose any threat that would warrant any application of lethal force.” Said Geoffrey L. Duke, SSANSA secretariat Team Leader

Under the order, the police essentially have the power to execute without any verdict from a judge. The inspector General of Police attempted to clarify the order that it only applies to criminals. However, without any measure involving the court to establish the guilt of any suspect, such an order exposes all residents of Juba to the risk of arbitrary killing. Moreover, moving out at 8:00pm does not necessarily make one a criminal. It takes time for entire public to be aware of such an order, thus, without being accompanied with a reasonable level of awareness creation; the order is likely to result into killing a big number of people.

“Such an order cannot be implemented in South Sudan at this time as it will encourage further lawlessness within the security sector. It raises risks of wholesale victimization to unimaginable level. Policemen can shoot anyone before 8pm and claim they violated the curfew. Someone can be shot in their house and pulled out to the street and reported to have violated the curfew. There is no accountability measure in the order to deal with such risks.” Said Louis Kanyara, Program Officer at SSANSA

Therefore, we call upon the government of South Sudan;

  • To issue an official order to nullify the current shoot-to-kill order without delay.
  • If deemed necessary, adopt a curfew that is considerate of human rights, and which can be applied in conformity with national and international legal frameworks guiding the use of lethal force.
  • To ensure similar orders are circulated officially and through relevant channels as verbal orders carries with them high risks of misinterpretations and similar orders coming from different sources causes confusion to the public.

Former SPLM Official Blasts President kiir; Accuses Him of “Serious Failures”

Denver, July 8, 2014 (SSNA) -- The newly defected Former Chairman of the Sudan People’s Liberation Movement (SPLM) Colorado Chapter Gideon Abraham has expressed his anger against Kiir’s government, saying anyone who is close to party’s elites in Juba knows that the alleged coup was a well planned political tactic by Kiir in an attempt to get rid of his political adversaries.

The disclosure comes just days after Abraham declared his defection to the opposition.

In an official statement obtained by the South Sudan News Agency, Abraham criticizes Kiir’s leadership for what he calls ‘total failure’ of management and accuses him (Kiir) of turning “simple party leadership dispute” into an unnecessary war.

“The simple party leadership dispute that could be resolved peacefully has been turned into a full scale civil war in the country by Salva Kiir”, Abraham said in the statement.

The former top SPLM official in the state of Colorado in the United States also said that the current crisis has created deep division between members of the ruling party.

“The SPLM members are now divided: SPLM pro-government, SPLM-IO, This division is not only in South Sudan, but also in SPLM Diaspora”, he observes.

Late last week, members of the SPLM all over the state attended a meeting in Denver, Colorado, where Abraham switched his support from the SPLM-led government to the SPLM-in Opposition headed by the South Sudanese Former Vice President Dr. Riek Machar.

Colorado SPLM State Secretariat (Chapter) Defects to SPLM in Opposition

On July 5th 2014, the Colorado SPLM State Secretariat held its first meeting after the current crises in our new country, South Sudan.  The meeting came during the visit of former member of South Sudan National Legislative Assembly (SSNLA), Hon. Reath Muoch Tang to Denver, Colorado. The meeting was attended by a large number of South Sudanese Community members from various states of The Republic of South Sudan. Hon. Reath explained to the members the root cause of the problems in our country. And it has become clear that there was no coup in Juba. Salva Kiir instigated this war in order to consolidate his power.

The genesis of the current crisis in South Sudan is known to all; it was an SPLM party dispute, but it took wrong dimension, and became a national problem. Thousands of lives were lost as a result of what could have been solved in a peaceful way. The simple party leadership dispute that could be resolved peacefully has been turned into a full scale civil war in the country by Salva Kiir, and the SPLM members are now divided: SPLM pro-government, SPLM-IO, This division is not only in South Sudan, but also in SPLM diaspora.

After the December 2013 incident in Juba —where thousands of people lost their lives— Pres. Kiir’s administration tried their best to convince the public and the world that what happened was a military coup, but failed to provide convincing evidence to support that claim. To those of us who are close to the leadership in Juba, we know very well that what happened wasn’t a coup, but rather a ploy by the administration to silence those who were critical to the chairman of the ruling party. Now that everything has become clear to the public due to the government’s failure to provide sufficient evidence to prosecute the SPLM members who were arrested due to false claims, the allegation of a supposed ‘coup’ is history. President Museveni was the last to dismiss the claim.

With the division in the party, and being an SPLM member, I have to identify myself with one of these groups. Due to the government’s indiscretions of false accusations to silence critics, and even going as far as to accuse them of an alleged coup –which would have put them on death row— I and those who are with me refuse to identify ourselves with such a government. Thus, the only option is for us to identify with the SPLM in opposition. As of now, we pledge our full support to SPLM-In-Opposition under able, competent and visionary leader Dr. Riek Machar Teny.

Cairo, July 12, 2014 (SSNA) -- The NYSAE understand that Federalism is a system of government in which the sovereignty is constitutionally divided between a central governing authority and constituent political units such as states or provinces. Federal system will entail devolution of power from the national to the states government and that does not mean division of the country but only division of powers from within the government.

Federalism is the ultimate option

Since when the idea of federal system was raised by the leadership of the SPLM/A – in Opposition, the Nuer Youth & Students Association in Arab Republic of Egypt has been debating on the advantages and the disadvantages of having a federal state.

We subscribe that every state has political & economic problems peculiar to the region itself. State government representatives living in proximity to the people and mostly from the same community would have a better understanding on the local challenges that faces the community and they will offer unique solutions to them.

For example, traffic congestion in Torit, Eastern Equatoria state is a problem that can be best solves by the state authority or local government, keeping local factors in mind rather than by somebody living in the country's capital Juba.

Federalism is a system practice by developed & developing countries

Presently, federal system is being exercise not only in the first world nations such as US, Australia, and most of the Scandinavia countries but also in developing countries like Mexico, India, & Brazils contemplating a change in the governing set up of the nation, some countries like Sri-Lanka and Philippines are intently scrutinizing its advantages. In an ideal world, a centralized government is great, its provide equal opportunities for every citizen.

Some the leading countries with an ideal (literate) citizen & government centralization is good but in the reality its susceptible to graft corruption, monopoly, cronyism and more due to the fact that human nature (human can't be satisfy) is to go above everyone else & succeed.

As soon as the state takes upon itself the task of planning the whole economic, the problem of the due station of a different individuals and groups must indeed inevitably become the central political problem. As the coercive power of the state will alone decide who is to have what, the only power worth having will be ashore in exercise of this directing power. There will be no economic or social questions that would not be political questions in the sense that their solutions will depend exclusively on who wield the coercive power, on whose are the views that will prevail on all occasions.

We the members of NYSAE strongly oppose & condemn the current government lead by the dictator Salva Kiir Mayardit and his cabinets; we reject any system that gives all authority to individual.

South Sudan government is "decentralized" but in real sense the national government in Juba has a wide-range of powers over the states, local government even counties and payams. For instance four out of the ten states governors were appointed by president while it is the citizens to elect them.

Dear Patriots and Citizens of South Sudan

The NYSAE is calling every single one of you to take charge & determine a decision that you don't look back to again. We the NYSAE are advocating for any state to manage its own affairs separately without national government’s interference.

The demand for federalism should not be misinterpreted by few individuals who stand on the way to obstruct the implementation of federalism. Federalism doesn’t mean to separate tribes from their respective states, we don’t mean such maim act of selfishness we are of good called for new system which will enhance a new way for permanent peace, reconciliation and services delivery.

Hopefully south Sudanese will all embarked on the called for federalism once and for all.

We have seen and heard the cowardice execution of more than 100 innocent Nuer children, women and elderly committed by the SPLA government forces disguised in civilians clothes in Bor IDPs compound on April 17, 2014, the targeted killings of shilluk soldiers allied to Gen Oliny in Malakal who were targeted for protesting the 4 months unfair delays of their salaries, the daily disappearances of prominent Equatoria youth leaders in many parts of Greater Equatorian states killed for being vocal on federalism and recently the execution of two unarmed Equatorian brothers summarily executed in Maridi by the government forces.

As if this is not enough, the government under SPLM of Salva Kiir continues to suppress and detains its own innocent citizens with impunity, refuses to allow them safe movements because they appear to be Nuer in a Dinka dominated Juba or secretly disarm them because “they cannot be trusted” (in the case of Equatoria young men disarmed in SPLA and police units).

These despicable acts committed by the same felonious government who plays victim and aggressor at the same time do not only qualify as war crimes, the criminals, perpetrators and instigators who directly contrived such actions ought to be severely punished and fast in an international court of law in order for justice to return to South Sudan. Entrusting Salva Kiir government who orchestrated the current mess to provide justice for victims of such crimes is an injustice itself. If Salva kiir allowed 100 of the criminals that mercilessly massacred thousands of Nuer in Juba to break free, he cannot be trusted to bring any meaningful justice. A criminal cannot be the judge, prosecutor and executor for his own crimes.

Compatriots, we refused to uphold neutrality in time of despondency, massive loss of lives and destruction caused to our innocent South Sudanese by the government in the name of few desperate and power hungry individuals who have systematically organised the killings of our innocent South Sudanese through fabricated ‘coup détat.’

South Sudanese suffered long enough under an oppressive regime in Khartoum and to see them suffer again under another wanton killers in Juba is regrettable, inexcusable and condemnable. That’s why, we the undersigned members of our historical movement in Western Australia have decided to no longer be part of the hideous genocidal leadership of comrade Salva Kiir Mayardit. South Sudanese deserve to reap their successive fight for secession instead of being oppressed and killed to keep one serial killer and dictator in power. They deserves to live in peace, harmony and together rather than being divided along tribal lines by few cliques and patronages who think that other owed them something.

Compatriots, our defection to the opposition might not have come quickly enough as many wanted it but there’s no lateness in thwarting a criminal on the course for purging and eliminating particular ethnic groups. Kiir after inheriting SPLM leadership from our hero Dr Garang appeared to be admirable and humble advocate for South Sudan’s secession and forged our national unity for just that. A much needed unity at the time, which he singlehandedly severed in December last year forcing our beloved country into an immature state collapse.

Fellow country men/women, we refused to be silent when our country is dwindling down the drains at rapid speed. At times like this when national agenda should have been about development rather than about bribery and suppression to keep an incompetent leader on the top, we declared to join the opposition to bring about much needed change in the country. This way, the faith of our people on our historic SPLM party will be realised and the national unity forged and restored through grass root reconciliation.

Fellow countrymen/women, its cynical and overly disparaging to often see Salva Kiir boastfully claim to be “the elected president” of South Sudan when the election he contested for was for the government of national unity in which North Sudan was a parcel of, not to mention that the election was held during interim period and not in an independent South Sudan. We’re here to tell the world that Salva Kiir was not elected but mandated to lead the country through an interim constitution. Moreover, being elected doesn’t give one a license to kill people at will and walk unpunished.

Compatriots, the recent index of failed states that ranked our country as number one didn’t surprised anyone at all unless you’re living in the grim world currently Salva Kiir lives. We knew that this crisis was bound to happen through Salva Kiir’s mismanagement of our country when he singlehandedly removed democratically elected Governors, dissolved an entire cabinet and appointed his clansmen into the higher positions without remorse. But it’s not late to reverse the ranking, and that’s why we call on every South Sudanese to distance themselves from Salva Kiir’s repressive, repugnant and tribal leadership to save South Sudan from him and his puppets.

Fellow countrymen/women, had we had a better system of governance, this crisis could have been avoided because Salva Kiir’s dictatorial predispositions that brought us into this mess could’ve been isolated federally. He wouldn’t have a chance to train a personal army with millions of South Sudan resources nor would he have a power to remove democratically elected Governors. We therefore add to the call of SPLM-in-Opposition for a federal system of governance to be embraced and strongly urge all the South Sudanese to do the same. The call for federalism was long overdue given the complexity in ethnicity and regional expansiveness of South Sudan. Moreover, we’re here to clarify to the public that this call for federalism wasn’t initiated by the SPLM-in-Opposition or Equatoria people alone as Salva Kiir’s government attempts to suggest. South Sudanese have been yearning for federalism since the Juba conference of 1947. We, the two communities in Western Australia endorse this renewed call to rescue South Sudan from the wraths of dictators and serial killers like Salva Kiir whom might emerge in the future. Moreover, instituting a federal system of governance will also prevent land grabs by one ethnic group currently witnessed in Juba as people will see their own states as also useful and livable.

In conclusion compatriots, the current South Sudan crisis has regrettably shaken the core of our existence and tough choices are needed to be made in order to pull us back together once again. We the defected chapter members waited long enough to see that Salva Kiir, the leader who led us for 8 years show leadership and do an honorable thing by resigning to save our beloved country. But Kiir continues to refuse to heed to these voices of wisdom and continues to instill violence after another so as to remain in power. He’s still pointing fingers at wrong subjects for his self-destruct, and his recent speech on our 3rd independent anniversary clearly exposed his cloudy mindset. We call on other communities and particularly the Dinka community to take this call for a leadership change to restore unity and trust among ourselves. The crimes that Salva Kiir and his groups committed by justifying a fake coup squarely lie on him and his few cliques and don’t represent his whole tribe. We call on every South Sudanese to join the call to remove Salva Kiir who immersed our once united country into unfathomable bloodbath. The social fabrics that bonded us together to achieve the referendum has been broken. Our abundance resources enshrined on our national anthem have become one man’s (Kiir) properties for use to suppress and kill us and to bend our much-needed unity. We call on all South Sudanese to rise up and tell Salva Kiir that enough is enough, we want our South Sudan back, we want our rights back.

South Sudan Rebels Held a conference on Justice and Human Rights in Ethiopia

Addis Ababa, July 13, 2014 (SSNA) -- South Sudanese Rebels have held what they described as a successful meeting in the Ethiopian capital, Addis Ababa, this week to discuss legal and human rights related issues. The meeting focuses on justice, human rights, international conventions, legal reforms, among others.

The newly appointed Chairperson of the National committee of Justice and Human Rights, Dr. Richard K. Mulla, chaired the occasion. Mr. Dong Samuel Luak, who is the Deputy to Dr. Mulla was as well in the meeting.

The South Sudan News Agency obtained a document which shows that the meeting was also attended by high ranking members of the Sudan People’s Liberation Movement-in Opposition (SPLM-O).

“…protect, depend and promote human rights in the liberated areas and the wider state of South Sudan, enlightening the citizens and the freedom fighters about the International Conventions on laws of war, and embark on serious and critical reforms of the legal system in the Country (the Judiciary, Ministry of Justice, Military Justice, Legal Practice, Legal Education and Human Rights Institutions) along local and international standards”, the group said in its official deliberation.

“…work hard to develop a legal frame work based on the principles of good governance, respect of Human Rights, federal governance of system and prevalence of the rule of law in a democratic society of South Sudan as well as upholding the freedom of expression and the media as a cornerstone of a democratic society without any kind of censorship”, the group added.

In its consideration, the Justice and human rights Committee of the SPLM-O unanimously nominated Mut Turuk Thok as the Secretary and Bachuy Dor Madeng as a Treasurer.

The SSNA has learned that a good number of Lawyers who joined the rebels’ side were also in attendance.

SPLM-in Opposition Proposes 21 New States, Ramciel to be the National Capital

Addis Ababa, July 16, 2014 (SSNA) -- The leadership of the Sudan People’s Liberation Movement-in Opposition (SPLM-O) has announced a proposal for creating twenty one (21) new states instead of the existing ten (10).

The new proposal titled: “Proposal for Creation of New States”, comes just seven months after fighting erupted in Juba late last year.

In a press statement extended to the South Sudan News Agency, the official Spokesperson for the Chairman of the SPLM-in Opposition, James Gatdet Dak, said the new scheme is in accordance with the April 2014 Nasir Resolution—a resolution which he said endorsed a federal system of government for the Republic of south Sudan.

“…1) Kodok district as Fashoda state with capital in Malakal town, 2) Renk district and Akoka county as Northern Upper Nile state with capital in Paloich town. 3) Nasir district and Baliet county as Sobat state with capital in Nasir town. 4) Fangak district as Fangak state with capital in Fangak town. 5) Akobo district as Akobo state with capital in Waat town. 6) Pibor district as Pibor state with capital in Pibor town. 7) Bor district as Bor state with capital in Bor town. 8) Bentiu district is already Unity state with capital in Bentiu town. 9) Aweil district is already Northern Bahr el Ghazal state with capital in Aweil town. 10) Wau district as Wau state with capital in Wau town”, the proposal reads in part.

“...11) Raga district as Raga state with capital in Raga town. 12) Gogrial district as Gogrial state with capital in Gogrial town. 13) Tonj district as Tonj state with capital in Tonj town. 14) Rumbek district as Rumbek state with capital in Rumbek town. 15) Yirol district as Yirol state with capital Yirol town. 16) Yambio district as Yambio state with capital in Yambio town. 17) Maridi district as Maridi state with capital in Maridi town. 18) Yei district as Yei state with capital in Yei town. 19) Juba district as Juba state with capital in Juba town. 20) Torit district as Torit state with capital in Torit town, and 21) Kapoeta district as Kapoeta state with capital in Kapoeta town”, the document said.

The proposal to create 21 states also emphasizes that the 1956 former district’s boundaries are instrumental and should be used to help draw new borders.

“The boundaries of these states shall be as they stood in 1956 as the former districts’ boundaries. The national capital shall be Ramciel”, it added.

However, Mr. Dak affirms that the new proposal is not final and that comments and consultations are welcome. He also stated that the proposal is in line with the policy of Taking Towns to the People.

The SPLM-in Opposition says the only way to get the young nation out of the current crisis is by adopting a fully established federal system of government, where powers are split equally between States and the central government. President Kiir disagrees, asserting South Sudan does not need federalism in what he calls a “difficult time”.

July 18, 2014 (SSNA) -- This is to openly inform all the media houses and the Government of South Sudan Juba and in particular Greater Kapoeta counties Eastern Equatoria state, that as from the effect of 16th/ of July 2014, I have changed my allegiance to SPLM-IO due to the following grievances.

1.Tyranny and dictatorial regime of the government of Salva Kiir Mayardiit that has abused the constitution of this country as provided for in Art 24 of the South Sudan Transitional constitution that advocate for the freedom of press and media.
2. The killing and disarmament of the gallant forces of Equatoria sons in SPLA units is the violation of the SPLA act, as well as the constitution of this country.
3. The attempt assassination of Mr. Lokidor Marko in Kapoeta by the government security apparatus on the pretext that he was alleged to have connections with the former vice president who turned rebel after alleged coup attempt.
4. Poor service delivery to the people of South Sudan
5. Nepotism and tribalism which are the leading and the key agenda in Kiir government are some of the factors that prompted me to join the people moment that is opting for peace and long lasting justice.
6. Abuse of human rights, pursuant to Art 9 (2) of the African charter on human and people rights, which say “Every individual shall have the right to express and disseminate his/her opinion within the law affirmed by the BANJUL Charter. As well as Art 4 of African Charter on Human and people rights’ Every human being shall be entitled to respect for his life and the integrity of his person, no one may be arbitrarily deprived of his/her rights.  In Light of the failed state, we the people of Eastern Equatoria should rise up and challenge Kiir Government for failing to deliver the services to our people.

Lokidor Marko Lochapio, former SPLM county secretary and program director for Kapoeta development initiative (KDI), therefore due to all the above cited facts, I have decided to fully support the SPLM-IO and urging all the Eastern Equatoria youth to join the movement that has objectives and vision for the people of South Sudan where their constitutional rights would be respected as provided for in the Transitional constitution.   Another importance aspect the people of Equatoria must understand is that Federalism is a right to the people of South Sudan and we should not be dictated upon our choice that determines the future of this country.

I call upon all the people of Equatoria States to stand firm and support Federalism system of governance, where state accountability shall be seen by the people of South Sudan and this is what Dr. Riek Machar Teny is advocating for, as citizen of this country I call upon all the people of South Sudan to denounce Kiir Legitimacy at this pointing time, we can’t afford to continue to be oppressed by our black fellow men when we have just come out from dictatorial and brutal regime of Khartoum.

To: SPLM-In Opposition about new States conceptual idea press

July 19, 2014 (SSNA) -- This is our letter to opposition being chaired by Dr. Riek Machar and his groups. We release this press in regards to recently released press as conceptional idea when it comes to South Sudan 10 States being increased to may be 21 States or more. The article or press we are talking about here is of the cited sources, “SPLM-in Opposition Proposes 21 New States, Ramciel to be the National Capital Addis Ababa, July 16, 2014 (SSNA)”. Also article or press was published on many websites like Radio Tamazuj, Sudan Tribune and so and so media sites and blog like Nyamilepedia.

We believe the idea is still in practical stage, and not yet in reality though, however; we Twic Community in USA are curious about how the naming of the suggested new States came about? And under those suggested names, who was with who to concluded the names as for future States’ names? Where they proved by constituencies who might be falling under the suggested names and/or those names were just individual given names without them being proved by citizens? We are confusing where other Counties like Twic East County fit in? Because when we go through the names of the new States, especially within Jonglei State areas, we only see Bor State, Greater Pibor State and others. 

If you the oppositions have putted our County of Twic East under Bor State suggested name, we say to you the SPLM-In Opposition to scrap that kind of unilateral idea of naming any new States without consulting populace would be deadly wrong, and could be troublesome. Because it is not longer old days where an individual can just go and name any communities by himself/herself. This is 21th century. Also, the name Bor is 100% for Bor County people alone, and not Twic people name. For instance, if we were part of that name, our county must have not been named Twic East County, period. Please just hear our voices of democracy calls you the oppositions in which you the oppositions fighters are fighting for justice. That means nobody or community has to be wrongly forced against their right or will anymore if we really believe in democracy manner of justice.

Our community knows your idea is still at concepts stage, but in case this idea might be implemented in near future according to your group suggestion. Even though, we might not know what the future may hold about your group idea. Before it is too late though response later on if there is anyway it becomes formidable idea, ASAP we want our County to be under Jonglei State name. Also, we want our County of Twic East to be with Duk County, Ayod County if our neighbors would be able to accept our calls for us being under one State. And if these two Counties accept “Jonglei State name” to be our new State name. We would be fine with that, and if these two Counties decided that our three Counties should have another name they see is good to be inclusive name, will be alright too with it. This time we reject our alliances with Bor County. They better join other parties in the area or them having their own State. Moreover, just in case Duk County and Ayod County rejected our alliances. We think it should be better for our Greater Twic East Community to remains in current status of Twic East County.

Headquarter might be Gadiang or any place in middle they join group might choose later on.

Warning to any Dinka Twi intellects or citizens that will signed on to any names or State in which we the majority of Greater Twic East Community people don’t considered as our really ancestor’s Twi/Twic or any party we don’t want to join will pay consequences.

Conclusion, this is our sincerely message we have to forwarded ASAP to Opposition in regards to suggested idea of more States creation and naming, before they have fulfilled their conceptual idea of adding new States in later. Our voices of democracy way is the one that ringing to you the opposition here. It is our natural right to reject or to accept basis on democracy system.

United States, July 19, 2014 (SSNA) -- Before we jump to press response, we are wondering why our neighbor didn’t cite the press they have been claiming it has agitated them to releases this press titled: “To Bor County around the Globe,” the press was published on South Sudan News Agency website on July 12, 2014 By Daniel Mabior Turuk, the president of Bor County in North America [NB: the reason why we use ‘Turuk’ as the last name of Bor County in North America’s president instead of ‘Achiek’ was due to our Twic people Dialect intents it to be written]. The press claims that we have maliciously attack their County of Bor. It is fair to say, we don’t know the press they are talking about because they didn’t cite the press or article. Maybe the author has deadly forgotten to cited the press we have released specifically by title, month, date, time and where the press was published in which our County leadership of Twic East in North America had maliciously attacked them as they have been claiming.

It is a blunder we might associate with recently blunder that was made by Hon. Michael Makuei from Bor County who is at the same time the Minister of Information and Broadcasting in South Sudan’s government. The blunder did actually occur in Juba against vice president. Anyway, Juba is the capital city of South Sudan. Even some people now consider the blunder as it might had been done purposely, who is knows the conspiracy against His Excellency, the vice president of our nation, Mr. James Wani Igga. We recommend our nation CID to investigate this incident and whoever found to be an architect behind this unprofessional behavior has to be accountable for our Constitutions’ violations.

By the way, we decided to still response to the press although the press didn’t recognized the international standard of professional rules of scholars or writers higher class of sources citing educationally. Ultimately, the press was trickily designed to damage our community integrity. So it would be wrong if we let our neighbor offs the hook from their normal way in which they always try anything to destroy our community. Mr. Mabior and his group seem like they were guessing when it comes to press they claim from our community that have directly attacked them. It is just plainly lies, except may be the only one we have recently released press was our response to one of Bor County citizens goes by the name Jangdit Dengajok. In his article or press, Mr. Jangdit was trying to metaphorical attempts to character assassinated our entire community and its intellects. Up to now, we are still remember the press title as it is below: “The Death of Greater Bor Vision.”

We have decoded this line due to it sugar-coated meaning, “ ... some members of Twic East County...”. And our simple answer to this point is to consider this as another blunder from our neighbor.

In that press though, our opponent mentioned that, our community of Twic East have two leaderships as this paragraph portrait it, “...we have not been successful in this endeavor because of the two competing leaderships of the Twic East County in the United States... The two leaderships are representing the same people. The leadership of Kuol Anyieth and the leadership of Wal Garang are neither one nor governing two difference groups.” Where to go! Of course, they have no differences due to their intentions to works hard towards our Twic East County citizens through any way that would suites our people of Greater Twic East Community. Plus as long as the two leaderships works for Twic people uniformly within our community, and yet none of any of the two leaderships is not working indirectly, or being marginalized and/or being beneath certain communities or sub-tribes against our Greater Twic East Community internal affairs. We don’t think it would be a big problem at all that would allow your County to jump in without any call from us. We consider this as breaching of our community integrity and sovereignty. So from today onwards, we don’t want you citizens of Bor County to cross over against without being summoned in first, otherwise there would be an specify consequences for any violations. 

To you Mr. Mabior Turuk and some of your citizens from Bor County should know that, Twic Dinka community has big number when it comes to population wise in North America then any other Dinka communities. That means even though we have two leaderships body in North America as you our cousins from Bor County claims it. We believe, there would be no reason why the Greater Twic East Community in North America wouldn’t be able to have two leaderships in matter fact to overwhelming any needs of our citizens in North America, South Sudan and around the world as long as it is not a leadership basis on our three sections of Lith, Ajuong and Pakeer. Moreover, either we have two leaderships body of Twic East County or not as you our neighbor been trying to back door in through gossiping we well aware off from you, still we will consider your claims as pre-judgmental attitude toward our community. Not that only, you guys have violated this quote from the Bible whom you people have inserted in your press, “First, take the plank out of your own eye, and then you will see clearly to remove the speck from your brother’s eye (Matthew 7:5).” The main reason why you people have condemn yourself in that quote is big issue within your own County between Athooc and Gok sections of Bor County. Please check out this press titled, “” Published on Thursday, 12 December 2013 20:05 at Written by The Leaders of Gok Sub Communities in the U.S.” How are you, Mr. Mabior and the rests from Bor County will deny this article intentions?

In addition too, you Bor County citizens must know that our two leaderships body is not like Greater Bor Community leaderships whereby the divisions of leaderships is actually a damage divisions that was based on only two major sections of Athooc and Gok of Greater Bor Community. Thus, your people leaderships is contrary to our two leaderships body that was not basis on our three major sections of: Lith, Ajuong and Pakeer of Greater Twic East Community. Apart from that, now what would be the big, the bigger and the biggest problem between these two conflicted claims? Is it a leadership being basis on two major sections of one community or is it a leadership being basis on population wise and not actually over it three major sections? It is your homework.

Mr. Mabior continues “When you look at these leaderships, you would not tell the difference between the leadership of Kuol Anyieth and Wal Garang vs. the power struggle between president Kiir and former vice president Dr. Riek Machar.” What a mind boggling thoughts? We will not response to this nonsense comparisons between Wal, Kuol Vs. Kiir, Machar because it is unfounded alignment.

Again, Mr. Daniel Mabior, you and your citizens are totally out of your minds why? Where did you find out that our community two leaderships are having problem that needs your Bor County people attention. If it is not just a merely thoughts like your name Mabior is better than Mr. X. Body! We consider your claim as pretending and trickily vying for our peaceful community disunity. But wishing others a bad luck wouldn’t work at all. By contrast, the only problem we know is your County problem between Athooc and Gok sections. We believe your issue is the problem you people want to dodges like bullets because it is a very serous one that we think is worth comparing to South Sudan nation currently crisis. On going crisis in South Sudanese we think it has mainly cause back roots from Bor County’s politicians. We are happy that, the author had written the word “Co-existence” in his Bor County press. That word is very important if that leaderships of Bor County have critically understand the meaning of this word before they asking this question, “The genuine question is that, do we want to remain united communities? According to press self replied, “the answer was absolutely yes?” Alright, did Mabior Turuk and his group thoroughly understand the meaning of word ‘co-existence” before they say “yes” to this question of unitd communities? In our views, it is big no, why? Because their absolutely “yes” should have come with fantastic explaining on how our communities of Twic East, Bor and Duk should be able to remain united?

For example, if we say we want the last mango at the tip of the mango tree. First, we would have to come up with good strategy to obtain that last mango on the tip of the mango tree without endangering any branches of the mango tree plus our humans’ supportive apparatus to do. To us, our brothers and sisters from Bor County ‘yes” for our communities remaining united is like someone wearing t-shirt without knowing the meanings of written word on his/her t-shirt. The bottom-line is, any unity without bearings some of these words (mutual respect of others existences, inclusiveness, my name is my name, my Dialect is my Dialect, my land is my land, my history is my history, etc) among these communities is just merely long way promises to us.

This word, “co-existence” means lots for our unity, especially; it would been good if you our neighbor did understand the meanings of word, “co-existence.” Or otherwise that unity you people are trying to forge wouldn’t work at all.

The word “Co-existence” is one of our main words we think, if we understand it meaning properly, and apply it truthfully without any reservations beyond imaginable doubt, we believe our communities should be able to gain unconditioned dividends of peace, inclusive, recognition, liberty, unity and prosperity. But if we take it simply in our accounts through journeys of unity pursue without clear vision, ultimately goal, this word “Co-existence” would be useless like your “yes” guys.

We believe in unity that has correlation with mutual respect in regards to each others, sharing everything we all percept as being for us all and not for an individual idealism or selfishness with string attach to it, transparency among our communities, inclusiveness, knowing that my name is my name, and my ancestor’s area is my ancestor’s area, my Dialect is my Dialect, my Accent is my Accent, my lifestyle is my lifestyle according to our Dinka tribe people history facts book, knowing that our borders are our borders and we must respects them by not crossing over without permission, what belonging to Greater Duk area must always remain as Greater Duk area thing without conquers or interferes with their internal affairs like child that doesn’t know anything, plus self-control through not jumping into other territory like fly without knowing where it going is prohibited, etc. We think if we truthfully adherent to aforementioned points within our communities’ borders, we believe our unity which on concept stage should be fine when we reach there somehow.

Since you were elected as leader of Bor County citizens in North America yet your County’s politicians and citizens been using medium like South Sudan TV to denied Twic people existence, the TV your people been using to promotes hatred messages against entire community of Twic’s citizens and politicians at the same time, the TV whereby Michael Makuei and Malaak Awien been using as concrete elements to destroy Twic people. To be sincerely with you, we do consider that TV Program as Bor County citizens TV and not all in anyway for South Sudanese any longer. Mr. Mabior, where were you? When people like Jangdit Dengjok writes senseless article that tarnishing our decent community and our intellectuals as well. Where were you been? Mr. Mabior, when people like Jacob Achiek Jok and others been spreading wrong information about Twi people history. Mr. Mabior, where were you? When your Bor County’s citizens and politicians been advocating for the death of our intellects like Hon. Rebecca Nyandeng, Dr Majak Agoot and other heroes through hanging them claim pre-maturely, pre-judgmental or life in prison over claims we have seen today as wrong accusations basis on their releases this year. Mr. Mabior, where were you? When your Bor County’s citizens and politicians been describing the entire Twic Community in general term as a rebel community against president Kiir Mayardit leadership without any substantiated proves to support the claims. There are better venues to address our differences than the internet. The leadership of Kuol Anyieth and the leadership of Wal Garang are neither one nor governing two difference groups. When you look at these leaderships, you would not tell the difference between the leadership of Kuol Anyieth and Wal Garang vs. the power struggle between president Kiir and former vice president Dr. Riek Machar.”

We are sorry there is no way we can stop it unless Twic East County unit under one leadership.” Mabior Turuk, are you dreaming or struggle about what to say. Right here again, the author seems to be confusing about what he been trying to says. In other word, it is mind boggling because the author has complicated himself which is contrary to what he actually been talking about. Particularly this line to us don’t make sense at all. Here it is “...because Twic has no unifying leadership, Bor county leadership has hard time to handle the differences that occurs between the Bor County and the Twic East County here in North America.” If you say, “Bor County leadership has hard time to handle the differences that occur between Bor County and the Twic East County here in North America.” We think it would have been better if you have put it this way so that it makes sense. “Bor County leadership has been having hard time to handle the differences that currently going on between Athooc and Gok of Dinka Bor here in North America.”

Our recommendations to president Mabior Turuk and some citizens from Bor County

You people need to learn words like respect (Hon. Michael needs to learn that when it comes to South Sudanese, Vice President, James Wani), patience when it comes to other people internal affairs. We believe it is always a pleasant way to be called in through dignify ways and not just jump into anything with conclusion and pre-judgment.

We know you, Daniel Mabior you didn’t just grasps the word, “co-existence” because it common nowadays, and put in your press without knowing the true meaning of the word itself. However, we advise you Mr. Mabior to teaches some of your citizens the meaning of that word if they would be able to understands the word at all.

Generalization, speaking of minds without self-control and pre-judgmental are absolutely wrong particularly if you misused them against others. That is another grammar rule you people need to reckon with, first and foremost, then after all your community might be able to retains many friends in near future.

In our traditional custom of child care rules book of respect, integrity and dignity, “the child has to be told at earlier stage to respect elders, posses honesty, respect other people belongings even if the owner of that thing is not there, the child has to respect that thing even the owner of that particular thing is not there. Lost, found it and give it back if you know the owner of that thing.”

Other communities’ names, lands, histories, livestock (cow, sheep, goat), money plus anything that somebody else owned should be respected as it is.

Again, surely, this time we need to be left alone with our internal affairs. That means, you people from Bor County got your own issues within between your major sections of Athooc and Gok (which is opposite to three sections of Dinka Twic: Lith, Ajuong & Pakeer) have a a significant problem that urgent your solutions. Yet our community of Twic East didn’t interfere with your internal affairs. Lastly, we need to be left alone Bor people.

South Sudan Rebel Delegation to Meet Ugandan President Next Week

Addis Ababa, July 20, 2014 (SSNA) -- South Sudanese rebels have revealed that a high level delegation which compromises of senior leaders of the Sudan People’s Liberation Movement-in Opposition (SPLM-O) will meet the Ugandan president Yoweri Museveni next week in Kampala, Uganda.

James Gatdet Dak, the Spokesperson for the leadership of the SPLM-O, released a press statement stating that the delegation will include several members of the SPLM-O top leadership.

“The delegation will be led by the Deputy Chairman, General Alfred Ladu Gore, and it includes Dr. Dhieu Mathok Diing, Chairperson for External Relations, Professor Oyet Nathaniel Pierino, Chairperson for Political Mobilization, Cde Mabior Garang de Mabior, Chairperson for Information and Public Relations, Cde Hussein Mar Nyuot, Chairperson for Humanitarian Affairs, Ambassador Ezekiel Lol Gatkuoth, Deputy Chairperson for External Relations, among other”, Dak said in the statement.

He further explained that the meeting will focus mainly on preparations for an upcoming face-to-face meeting between Machar and Museveni.

“The sole purpose of the visit is to make necessary preparations for the expected face-to-face meeting between the two leaders. The meeting is expected to take place in the Ethiopian capital, Addis Ababa, any time soon”, Dak added.

The official Spokesperson for the SPLM-O Chairman also disclosed that the expected meeting between Museveni and Dr. Machar was brokered last month by the former Nigerian president Olusegun Obasanjo.

Most South Sudanese do not trust the Ugadna president, Museveni, they suspect him of killing Former South Sudanese pragmatic leader late Dr. John Garang de Mabior, Former rebel leader Lieutenant General George Athor, among others.

South Sudanese rebels demand the withdrawal of Uganda’s troops; Museveni refuses proclaiming that Uganda has interests in South Sudan and that Juba asks Kampala for a military help. Regional observers have on many occasions warned that Ugandan military involvement in South Sudan could intensify the conflict, perhaps making it even worse.

Ugandan Government Refuses to Receive South Sudan Rebel Delegation at the Airport: Spokesperson

Addis Ababa, July 21, 2014 (SSNA) -- A high level delegation of the Sudan People’s Liberation Movement-in Opposition (SPLM-O) arrived at the Entebbe International Airport early Monday to meet Uganda’s Museveni; but the Ugandan government refused to receive the delegation at Uganda's main airport, Entebbe.

Many regional observers said Uganda's refusal to receive South Sudanese anti-government delegation at its own airport raises more questions than answers.

The rebels call Kampala's hasty move a "humdrum", adding that they are not surprised.

In a strongly worded statement issued on Monday by James Gatdet Dak, the Spokesperson for the leadership of the SPLM-in Opposition, Dak criticizes Ugandan authorities and questions the real intention behind Yoweri Museveni’s desire to have a face-to-face meeting with the South Sudanese rebel leader Dr. Riek Machar.

“The attitude demonstrated by the Ugandan leadership has clearly indicated that President Museveni is not serious to dialogue with our leadership. Maybe the Ugandan leadership had a different intention. Maybe they didn’t like the fact that the mission to Kampala was made known to the world through media”, Mr. Dak said.

Dak also declared that Ugandan President is best known for his deceptive approaches.

“Kampala used to mislead the IGAD member countries that it wanted to dialogue with the leadership of the Movement, contrary to the reality which is now unveiled”, he recalls.

Meanwhile, the rebel delegation had decided to return to the Ethiopian capital, Addis Ababa, after nearly one day at the airport.

South Sudan’s rebels, regional leaders, and the international community want Kampala to withdraw its soldiers from South Sudan—a call Museveni refuses.

The South Sudan News Agency (SSNA) has learned that the Ugandan president is the one who asked to meet with Former South Sudanese Vice President Dr. Riek Machar and also gave a green light for Machar's delegation to meet him in Kampala.

Museveni has in the past unsuccessfully tried numerous times to meet South Sudan’s rebels’ leader Machar, the SSNA has confirmed.

Since the beginning of the crisis in South Sudan communication barrier had been our major problem and this is unacceptable considering the historical ties that the two countries share.

In the spirit of Pan Africanism, this is a great opportunity for the people of the two countries and the Great Lakes region. The overarching suspicion and speculation between the sisterly nations is uncalled for. We are one people; we share common history and drink from the same water of the Nile. The political differences and misunderstandings between the SPLM/SPLA and the government of Uganda is the works of the enemies of the two nations. Our people must peacefully coexist together. Political misunderstanding was unprecedented and should not derail the good relationship our people have been enjoying throughout history.

This visit will clarify to the leadership and the people of Uganda the root causes of the crisis and what happened thereafter. The people’s struggle will also enlighten the leadership of Uganda of our intention to bring peace and prosperity in the country which is mostly needed by the people of the two nations.

We in the SPLM/SPLA believe that the people of Uganda have been victims of negative information and propaganda by some greedy politicians from South Sudan who wanted to tear apart our brotherhood with Ugandans. This visit is historic and is aimed at giving the conflict new direction and adding momentum to the peace process.

Speech of Central Equatoria State’s Governor, Clement Wani Konga

Address by Governor Clement Wani Konga, 16 July 2014:

Juba, July 22, 2014 (SSNA) -- The Right Honourable Speaker, State Transitional Legislative Assembly, Central Equatoria State; the Honourable Deputy Governor; the leader of the Minority, Honourable State Advisors and Ministers, the Deputy Speaker, all protocol in place.

On behalf of the Central Equatoria State Government, I am honoured to appreciate the opening of the 5th Session of the State Transitional Legislative Assembly.

I wish to take this opportunity to welcome you from your long recess, which I believe was very useful and provided the much-needed platform for your constituencies, electorates. It is my hope that you have ample time to listen, mobilize and enlighten our citizens on the current developments in the Republic of South Sudan, Central Equatoria State in particular.

Honourable Speaker, I wish to choose this opportunity to inform the Honourable Members and the general public at large that Central Equatoria State is peaceful, despite the persistent destruction and provocation by war-mongerers.

We in Central Equatoria State are peace-loving people, and commend the efforts of His Excellency General Salva Kiir Mayardit, the President of the Republic of South Sudan, in steering the nation to normality. The state also applauds the President for the constant engagement with the Government of Central Equatoria on positive dialogue and productive consultations.

We further appreciate the President for signing the Cessation of Hostilities Agreement and the recent agreement on setting timeframe for the formation of transitional government of national unity in South Sudan.

Honourable Speaker, as you are aware, the unfolding security situation in the state and the country at large is disturbing, following the incident of December 15th 2013 that plunged the country into the present political crisis. This has continued to create insecurity in more communities of Central Equatoria State.

The widespread influx of internally displaced persons from the cattle-owning communities of neighboring states has disrupted the normal farming activities and the environment throughout the state. In addition to this, there is ongoing arming of the cattle-keepers whereby it further aggravates the insecurity situation in the state.

The recent ambushes and killings of citizens along Juba-Nimule highway has created fear and panic among the people of the area in the whole state. Similar incidents have occurred in the neighboring state of Eastern Equatoria along the Torit-Juba road. The inability of the police to respond promptly is due to insufficient police force and arms. In response, the state government took the following measures:

- Formation of the State Crisis Management Committee to coordinate efforts to address the current crisis.

- Presenting State Government Message to the August House on the Current Political Issues.

- The State Government released a sum of 144 thousand to the State Legislative Transitional Assembly to support the activities of the members of parliament for mobilization and carry out awareness campaigns in all the counties of the state.

Honourable Speaker, we are all aware of the current political debate on federalism as the best option of governance for our country to move forward. Federalism was and is the quest of the people of South Sudan since 1947.  For Central Equatoria State the federal system of governance is the best to transform the state.

In this regard, we need to be vigilant, firm, focused, and not shy away. We must inform our people in Central Equatoria and the country at large on the values and benefits of this system of governance that ensures equitable distribution of national resources and sharing of state powers by all the different regions, states and ethnic groups to develop and render effective services to the people.

Therefore, it is crucial that the national government should listen to what the people of the Republic of South Sudan want.

Honourable Speaker, in spite of the numerous challenges the government was able to fund some development projects and achieve the following: Education: in the education sector the construction of primary and secondary schools across the six counties of the state include Lokiliri, Logeri, Diabor, Kwerkek, Byilinyang primary schools; Liria, Rokon, Kinji, Gudele, Kobi, and Rajaf secondary schools…

In health sector, the construction of Poinyime primary health care centre, maternity ward in Morobo Civil Hospital and operations theatre in Yei Civil Hospital has been completed. Successful coverage on all immunization programmes, 46 health workers returnees absorbed into the civil service in the state and 108 students graduated from the Health Science Training Institute.

In the information sector, the construction of Morobo FM radio, 102.8 frequency; the government will endeavor to ensure that all the counties should have FM radios to ease mobilization and sensitization. The radio and television is expected to be opened in this fifth session of the State Transitional Parliament.

In the physical infrastructure sector, my government spent 2.5 million USD for purchase of seven heavy road construction equipment, and four of these machines have been received. These machines will help in the construction of feeder roads in the whole state. In regards to the 2.5, it’s unfortunate that all the money that we used, we have [had] to exchange it through the black market, but not from the Central Bank. And it is the duty of the Central Bank to support the state to purchase equipment so that they could carry out daily maintenance work on the roads.

Honourable Speaker, the government of Central Equatoria State is committed to its plans towards stepping up its security, political and social-economic development, and delivery of service in line with the state strategic plan 2012/2013 - 2014/2015. The budget for the fiscal year 2014/2015 is ready and will soon be tabled before this August House for deliberations.

This task requires collective… efforts from committee leaders, government institutions, stakeholders, and development partners to address the challenges enumerated above. The task ahead of you demands concentration, consultation and cooperation in your deliberation.

The issues this August House is expected to deliberate on are the legislation, deliberation, and enactment of various bills which include policy documents from state ministries, the budget for the year 2014/2015, other bills from different state institutions, and other institutions.

As you heard during the speech of the president on the 9th of July, it was unfortunate that the President of the Republic has been fed by wrong informations. When Equatoria was decentralized, sons and daughters from Central Equatoria are in the East up to this present moment. Sons and daughters of Central Equatoria are in the West at the moment. Sons and daughters from Western Equatoria, Eastern Equatoria are in Central Equatoria up to the moment.

None of the Equatorian people have been chased away from Central Equatoria, nor Eastern Equatoria, nor Western Equatoria. That was a false information to the president, only to make him – a supporter or something – I don’t know how to call it – and it was wrong. 

Also the matters [of] who were killed in 1992. These were sons of the Republic of South Sudan or the then-Southern Sudan. Those killed in Juba were not only Equatorians, but included South Sudanese from Bahr Al Ghazal, South Sudanese from Upper Nile, and all were killed here in their mattress – they died for the cause of this country, and they should not be termed as being slaughtered like chickens. This was an inappropriate word given to the president.  

Honourable Speaker, I would like to urge this August House to remain focused in its deliberation of all issues tabled before you for legislation. Finally, as you prepare to go into serious business, I take this opportunity to declare the 5th session of the State Transitional Legislative Assembly officially open.
